THE COLLEGE:Peru State College, located in Peru, Nebraska, was established in 1867 as a teacher training school. Nebraska’s first college has since transformed into a state-of-the-art institution offering diverse, multifaceted educational programs to more than 2500 students. Peru State College offers a mix of innovative online and traditional classroom undergraduate and graduate programs, including online graduate degrees in education and organizational management. Peru State’s beautiful “Campus of a Thousand Oaks” is nestled in the hills of historic southeast Nebraska on the Missouri River and is an hour from Omaha and Lincoln and two hours from Kansas City.
THE VPAF: Under the supervision of the President, the Vice President for Administration and Finance (VPAF) will provide vision and leadership to ensure the college’s financial success. As a key member of the Cabinet, the VPAF will work collaboratively with Cabinet colleagues, administrators, faculty, staff and students to support a student-centered culture of engagement as well as engaging in relationship-building on campus and in area communities.
As the College’s chief business and financial officer, the VPAF is responsible for developing and overseeing controls, policies and procedures that effectively steward the College’s human, physical and financial resources. The VPAF will provide service-oriented leadership while overseeing Accounting, Budget, Business Office, Campus Services, Financial Aid, Human Resources and Information Systems. The VPAF will also provide leadership for the institution’s ongoing efforts to pursue innovative business solutions and develop operating strategies that enhance revenues and efficiency, leading to more cost-effective administrative practices.
The VPAF will serve as the principal advisor to the President on budget planning including review and execution. The VPAF assumes a collaborative role in defining and implementing the strategic vision of the College while improving the overall effectiveness and quality of the College’s financial and business operations. The VPAF will be committed to accountability and fiscal stability and dedicated to the student-focused educational mission of Peru State. DUTIES AND RESPONSIBILITIES:
Oversee budget planning and development, payroll, facilities planning and construction, Human Resources, Business Office, Budget Department, Accounting, Financial Aid for the College and Information Systems.
Initiate and coordinate multiple activities and programs including supervision of business services and major construction/renovation projects and initiatives.
Implement and interpret the policies and procedures of the College and the Nebraska State College System.
Recommend budget and personnel program resource allocations.
Initiate recommendations and activities to maintain and strengthen the quality of business services.
Initiate recommendations and advice to ensure fiscal responsibility, and to ensure compliance with State and Federal programs.
Serve as the principal staff officer responsible for coordination, interpretation, and analysis of financial information required by the State College System Office, and for compliance with state and federal regulations.
Prepare financial reports, the biennial budget request and the annual budget.
Responsible for oversight of College audits.
Serves as member of Nebraska State College System Council of Business Officers.
Serve in an advisory capacity to the President.
Encourage excellence in teaching, research and service within the College, foster a collegial environment, and cultivate a commitment to diversity and civility.
Serve as an effective channel of communication between the College and the community as well as to outside constituencies.
Execute institutional policy, and with the System Office, develop College policies and procedures.
Serve on, and provide leadership for, select campus-wide committees.
Other related duties as assigned by the President.
SKILLS & QUALIFICATIONS:
Master's degree required (with MBA preferred). A CPA is not required.
At least seven years of progressively responsible institutional management experience.
Demonstrated expertise in financial management and forecasting, annual and strategic budgeting, facilities management and capital project oversight.
Understanding of and experience with information system project planning and implementation support.
Demonstrated ability to work collegially with internal and external constituencies.
Excellent communication, interpersonal and personnel management and supervisory skills.
Experience providing collaborative leadership within an organization and developing professional capacity in department leaders and staff.
