We are recruiting for a project delivery engineer to join our Region 2 Project Delivery Program. This position supports the Region 2 Project Delivery Program by providing professional engineering and project management expertise. The project delivery engineer acts as the region's construction program expert and Region 2 mobility liaison. This person also acts as a resource to project managers, management, and other internal and external stakeholders, and leads transportation projects.

The successful candidate will become part of the state's management team.
Duties and Responsibilities:
Initiate, develop, and manage strategic program-level business and work plans.
Identify and prioritize project/program needs and identify funding opportunities.
Coordinate the scheduling and delivery of the construction phases of all Region 2 projects.
Plan, prepare, and document the region's monthly plan for workforce balancing of engineers, technicians, surveyors, support, and other staff.
Act as the region's representative in the claims process as the Step 2 representative.
Coordinate the Local Program portfolio of projects containing state funded local projects, Certification Program, and projects delivered by ODOT with federal funds on behalf of local agencies.
Support area managers and inform them of Local Agency program updates or projects within their areas.
Track the overall portfolios of projects and associated financial plans.
Act as the region's mobility liaison; identify and coordinate regional and statewide mobility issues.
Make presentations at public meetings and interact with the media regarding assigned projects.
Maintain positive relations and the required flow of verbal and written communication with internal and external stakeholders.
Deliver outsourced projects, through the design and/or construction phase, using Architectural and Engineering (A and E) contracts to include:
Draft and approve requests for work order contracts and other engineering documents. Collaboratively identify innovative solutions to unforeseen issues during the execution of Architectural and Engineering contract administration.
Conduct site visits and perform field inspections.
Help resolve contract and entitlement disputes.
Manage preliminary engineering, construction authorizations, and construction engineering budgets on each project.
Manage the design, pre-bid, and pre-construction meetings
Minimum Qualifications: A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering AND three (3) years of journey level professional engineer experience.
NOTE: If registered in another state, successful applicants will be required to obtain comity within six months of hire.
Special Qualifications: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Program management experience.
Experience in project management, contract administration, and construction project inspection oversight.
Ability to articulate vision, goals, and objectives to build a cohesive team focused on outcomes.
Work is conducted in both an office and field environment.
Frequent travel required to local and remote construction sites.
Workload frequently requires being on call 24 hours/day, 7 days/week (including holidays).
Workload includes managing multiple projects with multiple contractors and consultants, complicated by projects having concurrent and/or conflicting time requirements.
Work occasionally includes confrontational situations with contractors/consultants and the public.
Field work involves exposure to hazards of traffic, noise, hazardous terrain, inclement weather, and construction equipment.
