Site C will be a third dam and hydroelectric generating station on the Peace River in northeast B.C and offers the opportunity to be part of one of the largest infrastructure projects in Canada. It is part of BC Hydro's overall program to invest in and renew the province's electricity system. Construction on the project began in summer 2015. The Site Project Controls Lead will support the Site C Clean Energy project by having overall responsibility for Cost Control, Scheduling, Progress, Performance Measurement, and Change Control functions on site. The successful candidate will be a senior experienced Project Controls professional with a proven track record of leading Project Controls function associated with the construction of heavy civil, mechanical and electrical infrastructure projects.
As part of the on-site construction management team the successful candidate will:
Work with the Site C Project Controls Team Lead and Manager, Estimating and Scheduling to implement processes and procedures associated with PPM processes and Site C Project Controls Plan at site.
Provide leadership, direction and strategy to the site based Project Controls team including Schedulers, Cost Controllers and Quantity Surveyors.
Act as a subject matter expert on Project Controls and standards and makes recommendations on Project Controls Best Practices for Site C.
Work collaboratively with other functional workgroups including; Project Management, Interface Management, Construction Management, Contract Management, Finance, and Engineering.
Provide work direction to Contractors on site and regularly exercise independent judgment in analysis and problem solving on highly complex, undefined and critical scopes of work.
Support Project Controls and Change Control initiatives including providing training to project practitioners.
Establish progress measurement and validation process for sub components, including contractor physical progress measurement and quantity measurement and verification.
A University degree in Engineering, Business, or Construction Management. An MBA is preferred.
A minimum of 15 years progressive related experience in Project Controls, ideally within Major Capital Projects in hydroelectric or heavy industry.
A minimum of 10 years of leadership/management experience leading multi-disciplinary, site based Owner and Contractor Project Controls teams.
AACEI or PMI certification or membership is preferred.
Knowledge, Skills, and Abilities:
Proven ability to review, analyze and carry out assurance activities on Contractor’s estimates, schedules, change registers, risk registers, cost reports and forecasts.
Strong safety focus.
Proven ability in leading teams and leveraging resources and processes across a complex project / organization.
Ability to communicate effectively verbally and in writing as well as effective presentation and facilitation skills.
Strong analytical skills including risk assessment to provide decision recommendations.
Preference will be given to candidates with the following qualifications:
Prior field project management or construction experience.
Previous experience with Earned Value Management would be an asset.
Knowledge in the use and implementation of project management systems such as Primavera P6, SAP, Unifier, Passport or equivalent.
Knowledge of qualitative and quantitative Risk Analysis using Primavera Risk Analysis, Acumen Fuse, Crystal Ball or equivalent.
This location is eligible for a Remote Incentive of 12%. Remote Incentives are paid bi-weekly to Full-Time Regular employees working in eligible remote locations.
