The Department: The Public Works Department is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The department includes a variety of Divisions including Administration, Environmental Management, General Services, Utilities and Transportation. More than 173 full time staff support the Department which has an annual budget of $90 million, along with a total Capital Improvement Program appropriation of $260 million.
The Division: The Transportation Engineering division designs transportation and storm drainage system Capital Improvement Program projects, prepares master plans, conducts special studies and investigations, and provides as-needed engineering services to the transportation and drainage maintenance and operations divisions. For each project a variety of services are provided including managing consultants that provide planning, engineering and environmental investigations resulting in the preparation of construction contract documents, construction engineering assistance, and general project management.
The Division coordinates the preparation of the annual update to the city's Capital Improvement Program, manages the ongoing implementation of various financing districts and assists developers with the formation of additional financing districts and reimbursement agreements.
The Division is also the lead in the creation and maintenance of the city's asset inventory which includes water, recycled water, sewer, storm drain, transportation, and tree parks assets. In addition to creating the inventory staff in this area prepare and deliver mapping products and complete analysis of asset inventory data for various customers. This work also included facilitating the utilization of the asset inventory data in coordination with the Divisions business systems staff and Geographic Information System Division which resides in the IT Department.
The Position: The ideal candidate is a self-motivated, high performer who is responsible to plan, organize and direct the activities of the Transportation Engineering division, which includes coordinating the activities with other departments, governmental agencies and other outside organizations; and to provide technical and administrative staff assistance. This position which reports to the Transportation Director acts as a division manager and supervises other management level supervisors and lower level staff in directing the work activities of the division. He/she must be a creative and solution oriented professional that will uphold high standards; help customers to navigate processes and ensure good experiences and excellent service levels to all project stakeholders.
Recruiting Process: If selected to move forward in the recruiting process, there will be an oral board panel interview the week of June 18.
Managing the Transportation Engineering staff which includes a staff of five Engineers and three Engineering Technicians and lead the division in the delivery of the services noted above.
Other key responsibilities include overall improvements in advanced planning, contracting procedures, training, succession planning, employee development, and effective communication strategies with stakeholders.
Strong administrative abilities which include the efficient administration of a significant budget.
Advanced knowledge of project management methodologies as well as agreements for consulting services and contracts for construction contracts as they relate to Capital Improvement Program projects.
Demonstrated ability to deploy resources so projects are completed on time and within budget.
A successful track record leading and developing people, supporting organizational change management and exhibiting leadership traits that are aligned with the Mission, Vision and Values of the City of Carlsbad.
Must be politically savvy and demonstrate excellent interpersonal skills.
Excellent communication skills both written and verbal.
EXPERIENCE & EDUCATION:
A bachelor's degree in engineering from an accredited college or university with major course work in civil engineering or a related field. Additional course work in public administration desirable.
Ten years of increasingly responsible and varied professional engineering and engineering management experience involving a variety of development projects and/or design and construction of a variety of public facilities and projects.
A minimum of two years of experience in a supervisory capacity.
