Position Summary: To assist the Director, Regulatory & Governmental and Business Unit Directors to manage and coordinate LCEC’s internal and external compliance activities to embed a culture of compliance. Provide guidance and training in addition to overseeing the refinement and/ or development of business controls which satisfy regulations and support business initiatives.
Administer, manage and update compliance programs to ensure the organization adheres to applicable Federal, State, and local regulations, including but not limited to NERC, FERC and OSHA
Act as the Subject Matter Expert for LCEC’s Power Supply Contract
Assist in development of compliance programs, policies and processes
Represent LCEC to regulatory authorities
Identify compliance audit requirements; develop audit protocols, conduct independent compliance mock audits; recommend performance improvement or compliance opportunities and follow-up to establish improvements
Analyze, develop, revise and document processes, policies, and procedures and/or recommend and implement changes
Communicate new and/ or revised compliance documentation to Business Units as needed
Develop and deliver presentations and recurring training on regulatory compliance, to include policies, techniques and processes
Perform benchmarking/best practices research
Conduct risk, process and controls analysis to include identification, design and documentation
Respond to internal and external inquiries as subject matter expert
Draft and facilitate reporting and/or responses to regulatory agencies, Chief Risk/Compliance Officer and Executive Management Team
Conduct datamining/data analysis
Conduct regulatory/compliance trending and forecasting
Maintain effective working relationships with employees, customers, leadership, and external agencies and colleagues
Bachelor’s Degree related to law, business, risk management, security or similar
5 to 8 years of compliance and audit experience
Working knowledge of project management methodologies
Working knowledge of electrical utilities standards and regulations
Expert level knowledge of NERC and FERC standards and requirements
Working knowledge of load management and net metering
Professional level datamining/data analysis
Professional level knowledge of internal controls and application of same
Strong research, analytical and investigative skills
Exceptional process development abilities
Ability to manage job critical databases and documentation
Ability to conduct in depth compliance reviews
Ability to effect desired outcomes
Exceptional verbal and written communication and documentation abilities
Ability to apply regulatory requirements to business processes while enabling business efficiency
Able to work with information of a confidential nature with the highest integrity
All required qualifications plus:
At least three (3) years prior experience leading compliance programs in one (1) of the following areas: Regulatory Compliance, Business Processes or Legal/ Transactional
Project Management Experience
Prior experience in the power transmission and distribution industry
