Supervisory leadership role leading the Cost Estimating personnel for the Business Unit. Schedules and supervises personal responsible for all the project cost estimates. Oversees the delivery and quality of cost estimate products to ensure Platforms have project estimates with the required rigor to drive the project’s success. May have cost estimating responsibility for assigned projects. Responsible for employee performance measures, management and engagement; goal setting; coaching and performance reviews. Ensures program strategy and direction are properly translated into measurable business strategies, objectives and milestones. Develops and maintains the communication strategies regarding projects. Supervises the tracking of organizational goals and objectives. Drives employee engagement and builds the cost estimating team. Identifies strengths and weaknesses of the team and takes corrective action. Leads and drives process change, continuous improvement and positive relationships with stakeholders. Consults with vendors and suppliers.
Supervisory/management responsibilities for assigned staff whose tasks are technical & professional in nature, typically provided by a combination of exempt (salaried) & contract employees.
Supervises the cost estimating team daily to develop, monitor and update cost estimates so that the project may be executed in the most efficient manner possible.
Develops, monitors and updates cost estimates for high rigor projects so that projects are executed in the most efficient manner possible.
Provides expertise and develops methods and techniques, standards, processes, procedures, guidelines and templates for the cost estimate organization to support efficient development, management and control of project estimates.
Change management: develops implementation plans, communicates changes effectively, builds commitment and overcomes resistance, prepares and supports those affected by change, monitors transition and evaluates results.
Ensure all estimators execute all projects in accordance with all PMMM and CIMM requirements.
Coaches, mentors, trains and provides oversight of additional project team in estimating tools - techniques and processes such as Earned Value Management, Risk Thresholds and Analysis.
Defines roles and responsibilities, motivates and challenges employees, delegates effectively, rewards contributions.
Develops and owns cost estimating processes.
Assists in benchmarking cost estimating effectiveness and overall best practices.
Identifies defects in the process and implements countermeasures to close the gap.
Required: Bachelor's degree in a job-relevant field (Engineering, etc.)
Required five (5) years of relevant experience, including two (2) years of project management experience.
Preferred: Working knowledge of estimating and supervisory experience in estimating.
Preferred: Project Management Professional (PMP) certification.
Preferred Cost Estimating certification (CEP or CPE)
Knowledge of PMMM such as LEAN and Six Sigma, and business requirement analysis.
At least 2 years of supervisory or lead worker experience.
Working knowledge of plant operation, maintenance and outage management.
Leadership skill and ability to work effectively with people at all levels, both internal and external to the Company.
Ability to establish clear direction, gain consensus, align resources and motivate and influence a cross-functional team.
Communications & influencing skills: the ability to design and conduct presentations at all levels of the Company, and engage in persuasive written & verbal interaction.
