This position will report to the Manager of Regulatory and Market Affairs (MRA) and coordinate with the Senior Vice President, Regulatory and Market Strategy (SVP). The principal responsibilities of this position are to directly participate in or ensure GSEC direct participation in all GSEC market advocacy activities in the Electric Reliability Council of Texas (ERCOT) and related regulatory activities at the Public Utility Commission of Texas (PUCT). To perform this role effectively, the position must monitor, identify, and report to the MRA on all developments of interest to GSEC and on GSEC market advocacy activities in ERCOT and related regulatory activities at the PUCT. The position may also directly participate in GSEC market activities in the Southwest Power Pool (SPP) and related regulatory activities, as assigned by the MRA.
The position will participate in and contribute to all routine Regulatory Unit meetings, monitoring, reporting and work processes and tools to coordinate the position’s market advocacy activities in ERCOT and, as assigned, the SPP and related Federal Energy Regulatory Commission (FERC) regulatory activities. The position may also be required to attend and report on various PUCT meetings related to ERCOT market advocacy and related or, as assigned, other regulatory issues. This individual will support the MRA to prepare reports and to develop discussion and decision items on ERCOT or, as assigned, SPP monitoring and advocacy activities and developments to upper management. This position will also analyze ERCOT and, as assigned, SPP market developments, identify alternative market strategies and tactics and recommend actions to assist the MRA’s overall management of market and related regulatory activities. The position will also produce analytical and other reports and manage individual market and regulatory advocacy projects as assigned by the MRA. Further, the position will assist the MRA to advise GSEC management as requested regarding market and related regulatory requirements or risks associated with business projects or initiatives.
The position shall ensure all transmission, market and other regulatory policies and positions of the Cooperative are communicated and advocated in ERCOT, related PUCT forums or proceedings, and, as assigned, in the SPP and related FERC proceedings and forums, and in related industry forums. The ability to present GSEC’s analysis and positions on issues in a public forum and persuade decision makers and other market participants to consider or accept them on issues and policies important to GSEC is critical to the success of this role for GSEC.
Report to the MRA and coordinate with the SVP.
Monitoring and Reporting:
Monitor and effectively communicate all ERCOT related developments and advocacy activities of interest to GSEC
As assigned by the MRA, attend and report on various PUCT issues and meetings related to ERCOT market advocacy and related or, as assigned, other regulatory issues.
Support the MRA to prepare reports and to develop discussion and decision items on ERCOT or, as assigned, on SPP monitoring and market and related regulatory developments and advocacy activities to upper management.
Report significant developments and coordinate with GSEC assigned internal or outside legal counsel as assigned.
Produce analytical and executive level reports to a variety of audiences within and external to GSEC.
Proactively and positively support GSEC employees that are involved in ERCOT and PUCT advocacy efforts
Develop positive and productive relationships with GSEC employees, managers, Executive staff and GSEC Board Members
Coordinate and lead internal ERCOT Coordination meetings, including working with internal employees to ensure that the ERCOT issues important to GSEC are properly covered
Manage timely documentation and communication of GSEC positions on various ERCOT issues
Work with GSEC employees to ensure appropriate and timely responses to PUCT issues as assigned Strategy:
Analyze ERCOT and, as assigned, SPP market developments, identify alternative market strategies and tactics and recommend actions to assist the MRA’s overall management of market and related regulatory activities.
Effectively manage individual market and regulatory advocacy projects as assigned by the MRA.
Assist the MRA to advise GSEC management as requested regarding market and related regulatory requirements or risks associated with business projects or initiatives.

Other duties as assigned by the CLO or MRA.
Directly cover or ensure coverage of all GSEC market advocacy activities in the Electric Reliability Council of Texas (ERCOT) and related regulatory activities at the Public Utility Commission of Texas (PUCT).
As assigned by the MRA, directly cover or ensure coverage of GSEC market advocacy activities in the SPP and related FERC regulatory activities.
Ensure that the position’s market and regulatory advocacy is consistent with GSEC approved market and regulatory advocacy through coordination with the MRA and SVP.
Interact effectively and create positive professional relationships with employees, managers and Executive Staff of ERCOT and, where appropriate in related regulatory activities, the PUCT
Ensure the Cooperative positions are understood and advocated creating positive professional relationships when interacting with employees, managers and executives of the SPP and the FERC as assigned by the MRA
Participate in and contribute to all routine regulatory meetings, work processes, and tools to coordinate the position’s market advocacy activities in ERCOT and, as assigned, the SPP and related regulatory activities.
Attend and represent the Cooperative's interests in related industry and cooperative forums as coordinated with the SVP or assigned by the CLO.

Representatives of other utilities and Cooperatives handling transmission related issues.
Member Cooperatives: coordinate on regulatory aspects of service issues.
Consultants, vendors and legal support: confer with and at times supervise work conducted by various outside personnel.
PUCT Commissioners and staff as directed
Location of Position and Travel Requirements:
This position will be located in Austin, TX
Travel is expected to occur 1-3 times per month but may vary based upon the needs of the Cooperative. Periodic travel on Sunday or Friday afternoon may be required in order to accommodate the Austin location.
Exempt, Overtime may be required.
Education, Knowledge, and Experience Required
· Bachelor of Science Degree, Master’s Degree is preferred,
· A minimum of 7 years of industry experience in rate or regulatory policy, and market operations policy. Preference will be given for specific experience with and knowledge of ERCOT protocols and ERCOT market design.
