FM Sr Engineering Ops Manager - Critical Environment

Conducts and/or manages with the review of technical operations, inspections and surveys; including energy audits and analysis, critical environment systems, HVAC, electrical and plumbing systems, environmental and accessibility compliance, acquisitions and third-party surveys.
Strategic oversight of all building systems, including fire/life safety programs, plumbing, HVAC and electrical and mechanical issues, evaluation and recommendation of building automation, energy management and automatic temperature control systems. Must remain current with latest HVAC and critical environment technology trends. Establish and monitor programs to ensure compliance with applicable codes, requisitions, government agency and company directives and client KPI SLAs as it relates to building operations. Oversees coordination of maintenance efforts with outside contractors, tenant finish personnel and engineers.
Develops specifications and assist in solicitation and administration of maintenance/repair service contracts. Assists in formulating marketing presentations and proposals, start-up processes for building acquisitions and reverse acquisitions and the coordination of building equipment and services in support of tenant construction products.
High level management input to Health, Safety, Environmental (HSE), Critical Environment Risk Mitigation (CERM) and Operational assessments.
Dedicated to meeting the expectations and requirements of the client. Uses firsthand information for improvements in products and services, acting with the client in mind. Establishes and maintains effective relationships with the client; gaining their trust and respect. Attends relationship, site status/communication and daily DCO site readiness meetings with client and/or team. High level management of monthly capacity reporting to meet client expectations.
Quarterly site visits at a minimum or more if warranted. Manage and meet monthly with Change Management team. High level strategic management of Lessons Learned. Review and final approval of articles for DC operations.
Develop and administer annual goals and objectives for direct reports. Manage and develop subordinates. Perform annual performance reviews. Manage staffing, labor utilization, overtime and HR issues. Interview, hire, terminate at Chief / Ace level. Initiate quarterly Chief one on one communication meetings. Payroll approval for union Chief Engineers.
Meet all requests of Senior Leadership. Attend and participate in annual Road Shows. Content contribution to Quarterly Business Review.
Support property management through strategic development, implementation and ongoing improvement of preventive maintenance and engineering procedures, hazardous materials communication plan and indoor air quality programs.
Strategic management and input for Site Financial planning (i.e.: budget preparation, operating cost estimates and comparisons), capital planning review and guidance, approved capital projects support and management. Assist with life safety programs and procedures, domestic water quality control and enforcement of environmental and safety compliance.
Performs other duties as assigned.

EDUCATION and EXPERIENCE
Bachelor's degree (BA/BS) from four-year college or university and a minimum of seven years experience and/or training. Or equivalent combination of education and experience. Knowledge and understanding of all applicable practices and techniques, laws, project controls and environmental regulations to include safety regulations.
One or more of the following preferred: Local Operating Engineer's License or Trade License, Systems Maintenance Administrator (SMA), Real Property Administrator (RPA) Proficient computer skills; familiar with energy Management System (EMS) programming and fire alarm systems.
CERTIFICATES and/or LICENSES
Universal CFC certification required. Additional certification in three or more of the following: HVAC, electrical, mechanical, HVAC and refrigeration systems, process controls, mechanical power transmissions, painting, plumbing, carpentry or engine repair. Certifications/licenses as may be required by local or state jurisdictions.
Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.
Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.
Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.
OTHER SKILLS and ABILITIES
Intermediate skills with Microsoft Office Suite, Outlook, and intranet/internet. Ability to use work order system. Working knowledge of asset management, property management, leasing, disposition, and construction.

As a Manager: 1. While adhering to all HSE requirements established for CBRE employees, supervisors and managers are additionally required to: a. Provide sufficient distraction-free time for employees to complete all required HSE training & support the HSE training program implicitly, b. Investigate and resolve (if possible) all reported unsafe conditions / acts and communicate results back to the affected stakeholders, c. Support "stop work" authority when it is exercised in good faith, d. Communicate any / all potential workplace hazards and workplace procedures.
