DEFINITION OF RESPONSIBILITY
Under direction, plans, directs, and controls the activities of the Building Maintenance and Construction Contracts programs of the Property Management Division which includes the design and review of capital project plans, materials testing, contract administration, construction inspection, and building maintenance and repair.
EXAMPLES OF ESSENTIAL DUTIES
Directs the assignment of major work projects in the Property Management Division, and monitors the progress of design projects to ensure compliance with objectives of the Division and County. Reviews and approves correspondence, construction drawings, engineering standards, invoices, and requisitions. Directs preparation of, and assumes responsibility for professional design services for the Capital Improvement Program and Building Maintenance.
Directs the inspection of construction to insure compliance by the contractor with plans, specifications, and other contractual provisions. Directs the administration of the construction contract bid and award process.
Mediates engineering design issues in any of the civil engineering disciplines. Mediates contract disputes concerning the value of services to be performed by consultants. Designs Standard Details for Construction which governs all County construction. Prepares or directs the preparation of reports for the County Property Manager, to include engineering and fiscal reports. Advises the County Property Manager of the status of division projects.
Directs and participates in the selection of professional, technical, and support engineering personnel. Pre-screens qualifications of engineers and architects intending to compete for professional design services contracts. Approves professional salary scales for consultants' design work and authorizes payment of consultant invoices. Monitors and participates in the preparation and formulation of the annual capital and operating budget.
Works with consulting engineers, architects, developers, builders, other County officials, and citizen groups on County engineering and development matters. Represents the Division in meetings and on committees.

Graduation from a college or university recognized by the Committee on Engineering and Accreditation of the Accreditation Board for Engineering and Technology and/or approved by the Maryland State Board of Registration for Professional Engineers and Land Surveyors with a bachelor's degree in engineering plus ten years' field or office engineering experience. (Education in engineering, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
Possession of a certificate of registration as a Professional Engineer, and ten years' field or office engineering experience. Licenses and Certificates Possession of a certificate of registration as a Professional Engineer in the State of Maryland is required at the time of appointment. Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment.
