Within the Trading & Shipping branch, primary focus is on compliance and reporting obligations surrounding gasoline and distillate blending and import/export activities in the United States and U.S. Territories. The jobholder is the main contact between trader/blenders, trading operations and management for EPA regulatory and compliance activities. The jobholder is responsible for developing and maintaining compliance programs, procedures, policies and record-keeping associated with federal, state, and local fuel blending regulations. This activity implies good to expert knowledge of country, agency and state specific rules and regulations, adherence to Total group policies and standards, as well as stakeholder and company requirements governing regulated activities.
The jobholder is reporting to and under the supervision of the General Manager Midstream Logistics Americas and works in liaison with the Product Traders/blenders and Product Operations team in Houston.
Monitor batch blending and import activity at the commercial and operational level. Reconcile with registered laboratory batch data.
Maintain RFS RIN balances (daily) and calculate the RVO from blending and importation reports (weekly)
Maintain and coordinate the optimization of gasoline sulfur and benzene balances for the trading team
Maintain registration of fuels and fuel additives facility registrations with the EPA
Maintain up to date PTD language in the Medissys product tables
Review and facilitate all quarterly and annual RFG, Anti-Dumping and RFS reporting requirements to the U.S. EPA and agencies
Compile RFG Survey Association annual reporting information
Coordinate the annual audit attestations for blending, facility and imports for annual gasoline production and RFS fuels reports
Prepare and maintain facility (PADD) specific plans, monitoring mechanisms, record keeping, reporting and provide annual training to all stakeholders.
Monitor and control the activities of external consultants engaged in support of compliance activities.
Manage waste programs, including discussions with waste disposal facilities, preparing waste profiles, coordinating sampling and analyses, and assisting with waste manifests for all ATMI facilities and chartered equipment.
Liaise with Group entities to ensure that SDS's required for TS activities are issued in the proper format. Coordinate SDS activities with the TS Midstream Logistics group in Geneva.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree with 5+ years professional experience with the applicable environmental programs in the O&G industry
Excellent communicative skills, strong analytical and computer skills, ability to work with limited direct supervision.
Ensure a professional interaction with internal stakeholders at all levels in addition (as necessary) with local, state, and federal regulatory agencies.
The jobholder is autonomous in his/her decision making and has the entire responsibility of regulatory activities.
