The South Granville Water and Sewer Authority (SGWASA) is seeking a leader to strategically direct the planning, construction, financing, and operations of the SGWASA water and sewer systems to assure that authority partners have adequate, compliant, and dependable utility services. The Director will be a person with a high energy level, who motivates staff to excellence, values accountability, and is an excellent problem solver.
Headquartered in Butner, NC, the SGWASA serves the jurisdictions of Stem, Butner, Creedmoor and southern part of Granville County (County Seat – Oxford) and serves a population of nearly 30,000. Located just north of the Raleigh-Durham and Research Triangle Park area off I-85, Granville County communities offer big-city accessibility to multiple universities, colleges, museums, health care and cultural opportunities with the friendly atmosphere of small towns.
About the SGWASA and the Position:
Established in 2005, SGWASA is a multi-member authority with seven board members from four jurisdictions: Stem, Butner, Creedmoor and Granville County. The Director reports to the Board and oversees a budget of $12M and supervises five direct reports with total FTE staff of 40 in the Divisions of Water Treatment, Waste Water Treatment, Collection and Distribution and Administration. Key challenges and opportunities for the next Director of SGWASA include the management of a number of significant infrastructures projects including the design and build of upgrades to existing water treatment plant, evaluation of community growth leading to proactive planning for water and sewer capacity, and transparent engagement and education with the public over water quality questions and concerns. To meet these challenges and opportunities successfully, outstanding leadership skills in building, leading and maintaining a positive work culture which supports staff to develop and thrive in a team environment are essential. Additionally, expertise in revenue management and generation, intergovernmental financing and debt management, capital improvement project management, and a successful track record in water and sewer management are required. Qualifications: A bachelor’s degree in engineering, environmental sciences, public administration or related field is required. A successful track record in water and sewer project management experience is highly desirable along with 5 years of increasingly responsible experience in management. Hiring range is $85,000 - $120,000 (beginning salary will be commensurate with experience). Excellent health insurance, local government retirement pension (LGERS), among other benefits are offered. Residency within the service area is preferred but not required.
The successful candidate has a proven track record and is:
experienced working in a manager/ board structure representing multiple stakeholders;
outstanding at public relations and community engagement with the ability to tactfully engage with people from diverse backgrounds;
knowledgeable of the theory, principles, practices and techniques of the technical operation of a water and sewer system and of State and Federal Water and Wastewater regulations;
skilled at developing and managing budgets, revenue and fee structures, and debt financing;
adept at the simultaneous oversight of major and minor construction and repair projects;
an inspiring and empowering supervisor equally dedicated to building a cohesive team as well as the development of individual employees;
credible in modeling and holding others accountable for an excellent customer service culture for internal and external customers while supporting and advocating for employees;
proactive in building collaborative relationships with SGWASA and regional partners, the EPA, NCDEQ, contractors, developers, engineers, architects and business leaders to effectively meet Authority goals;
resourceful in finding or developing innovative solutions to meet workload demands;
highly effective in communication including written, interpersonal and groups, with demonstrated skill as a listener who seeks input from relevant parties, realistically assesses plans, and consistently communicates; and,
a principled supervisor who values accountability while holding realistic and fair expectations of self and others.
