Acts as a liaison between the Fairfax County Department of Transportation (FCDOT) and agencies involved in the post-entitlement processes, such as Land Development Services (LDS), the Department of Planning and Zoning (DPZ), and the Virginia Department of Transportation (VDOT). Fairfax County faces significant transportation challenges, and this is an opportunity to work on a range of cutting edge land use and transportation initiatives involving design, programming, and engineering in a collaborative and innovative environment. Work assignments will be focused on the land development process, providing exposure to a variety of transportation disciplines, including: traffic operations, road construction, transit, transportation demand management (TDM), and pedestrian/bicycle planning and design. Each of these disciplines will have application to a diverse and complex land development caseload. Primary assignments will include ensuring compliance with transportation proffers, responding to proffer interpretations, and review/analysis of the transportation characteristics of site plans. Will be the point of contact for LDS to assist with resolving transportation related site plan issues and waivers. Frequent interaction with the development community, citizens, advisory groups, task forces, and elected officials is expected, along with the preparation of written reports and public presentations that are related to these assignments. Provides guidance to other staff in the Site Analysis Section who also review site plans and waivers to ensure a consistent approach countywide.
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.
CERTIFICATES AND LICENSES REQUIRED: Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: Strong background in land use and transportation planning. Specific experience working in Fairfax County with LDS, FCDOT, VDOT and DPZ on post-entitlement processes. Professional license in engineering or planning. Ideal candidate will have experience in: proffer enforcement and interpretation, plan review, transportation-related waiver review, evaluating transportation network impacts, coordinating with local, state, and federal government organizations, and working with the public and elected/appointed officials on transportation issues. Skills also important to success in this position are: Negotiation prowess; strong analytical skills; excellent oral and written communications skills; ability to organize and coordinate multiple projects and assignments, establish priorities and meet deadlines; and the ability to work independently and follow through on assignments with minimal direction.
PHYSICAL REQUIREMENTS: Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 pounds. Visual acuity to review detailed drawings, plans and documents. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level.
