Senior Engineer: Ensures GSOC coordination with other parties on construction projects, engineering, and maintenance of transmission lines and substations, as well as performing other support functions as required by the Control Center. Performs operations planning functions to support the System Control Center by ensuring one-line diagrams, alarm functions, loading limits and switching instructions are properly maintained. Performs outage and alarm analysis as required using the data historian, alarm search engine, and GTC/GPC outage information. Writes functional and/or technical specifications for development of end use control center applications. Supports compliance initiatives across GSOC Operations and the Family of Companies at large. Creates operator training presentations on technical subjects as required. Provides technical recommendations to all levels of management including Executive Staff, Board of Directors and Corporate Programs and Projects. Supports the development of a real time transmission network model to integrate with GSOC’s energy control system and dispatcher training simulator
Principal Engineer: Anticipates and responds to real-time (present to 30 days) ITS system requirements. Recognize, understand, and analyze the engineering standards, NERC Reliability Standards, and security standards of the ITS electric grid alternatives for transmission and distribution issues; define, design, and advocate an efficient operations plan for the Corporation. Create and devise guidelines, procedures, and methods to support the GSOC Transmission Operations control room. Conceive and perform the required GSOC operations procedural roles to support the System Control Center - ensuring one-line diagrams are accurate, efficient response to alarms by the Operators, equipment loading limits are monitored, and relay data sheets/operating instructions are the most recent revision, etc. Provides technical recommendations and detailed presentations on ITS operation, switching issues, ECS and alarm requirements, improved process flow issues, etc. to all levels of GSOC, GTC, and OPC management including Executive Staff, Board of Directors and Corporate Programs and Projects. Serve as mentor to junior GSOC Operations Engineers. Coordinate with GSOC ECMS and ECDA groups on alarms, outage problems, and metering issues. Advise GTC departments - System Performance on outages and operating conditions; Substation Maintenance on equipment problems; Electronic Maintenance on metering issues and RTU operational problems; Protection and Control Engineering on construction and as-built drawings, operating instructions, relay data sheets, and PDSLs; Construction Projects on substation sites/addresses, in service dates, construction drawings release, equipment numbering, ready for service document, and RTU end to end testing.
Senior or Principal: Bachelor Degree in Engineering or a related field
Senior: 6-9 years engineering experience in supporting transmission control room operations in an electric utility company or in an engineering position performing planning, design, protection & controls, or project management for transmission or distribution systems. Should be knowledgeable in most of the following areas: ECS network modeling and applications, NERC standards relating to transmission planning and operation, switching practices, substation design practices, system protection and control, project management practices, SCADA systems.
Principal: Ten or more years of experience in the electric utility industry as outlined above for the Senior level. Experience could include Transmission Planning, Protection, Relaying, or Field Test Engineering.
Senior: Bachelor Degree in Engineering or a related field with five years engineering experience in one or more of the above stated areas and an additional five years of experience in other electric utility related areas.
Principal: Bachelor Degree in Engineering or a related field with five years engineering experience in one or more of the above stated areas and an additional ten years of experience in other electric utility related areas.
Licenses, Certifications and/or Registrations
Senior: EIT or PE certification desired but not required. Must obtain and maintain Bulk Electric System Cyber Authorized Status as defined in GSOC's CIP Cyber Security Policy 301 and NERC Reliability Standard CIP 004 - Personnel Risk Assessment.
Principal: PE license desired but not required. Must be certified to perform switching on the ITS and maintain an adequate level of competence. Must obtain and maintain Bulk Electric System Cyber Authorized Status as defined in GSOC's CIP Cyber Security Policy 301 and NERC Reliability Standard CIP 004 - Personnel Risk Assessment.
Senior: Some knowledge of Transmission Operations and Planning with specific background in one of the following areas: Transmission switching, substation maintenance, substation protective relay operation and settings, load flow analysis and reliability reporting. Have experience with utility energy management systems. Have effective oral and written communication skills. Must have working knowledge of the Microsoft Office Suite of applications as well as excellent presentation and reporting skills.
Principal: Proficient knowledge of Transmission Operations and Planning with specific background in four of the following areas: Transmission switching, distribution substation switching, substation maintenance, substation protective relay operation, settings, and testing, load flow analysis, reliability reporting, system event/outage analysis and investigation. Must be proficient in PC spreadsheet and database applications. Have experience with utility energy management systems. Excellent oral/written communication skills and effective speaking/presentation abilities.
