The City of Vacaville is seeking applicants to fill one (1) Civil Engineer vacancy within our Public Works Department, Design Unit. This opportunity exists for qualified candidates at the Junior or Assistant level. Depending on the applicant pool, candidates may be selected at either level. Engineers perform activities for the Engineering Services Division of the Public Works Department. Job duties include, but are not limited to:
Project management of a slate of assigned projects which may include; maintenance, rehabilitation, and/or replacement of streets, underground systems, storm water detention facilities, public buildings, parks, traffic signals, bridges and other publicly owned facilities.
Develop requests for consultant proposals, draft contract documents, estimate construction costs, maintain project budgets, establish project milestone schedules, attend and chair collaborative meetings.
Utilize AutoCAD Civil 3D software in the development of project plans and shall have a working knowledge of the software.
Performs on-site visits to construction project locations and evaluates the conditions that need to be addressed in engineering design. May participate in the inspection of construction projects for compliance with plans and specifications and help resolve disputes between the City and contractors concerning plans, specifications and extra work.
Salary Ranges Junior Engineer $6,670 - $8,108 per month
Assistant Engineer $7,824 - $9,509 per month
Ideal Candidate In addition to the minimum requirements, the ideal candidate for the position will:
Be self-motivated and capable to work both independently and in a collaborative environment managing multiple projects simultaneously.
Possess exceptional people skills and have the ability to effectively communicate complex engineering activities in an understandable manner to residents and the public.
Have a working knowledge of public works engineering, public contracting law and the construction process.
Be familiar with or have the capacity to understand intricate local, state and federal funding and related regulatory aspects associated with each.
Have the ability and desire to manage multiple public work projects throughout the entire projects lifespan including planning, budgeting, scheduling, design, environmental clearance, right of way acquisition, construction administration and project closeout while maintaining clear and accurate records.
Be able to prepare, comprehend and perform a variety of engineering reports, studies and tasks and provide recommendations.
Be skilled in the development and creation of engineering plans utilizing AutoCAD Civil 3D.
Have advanced experience utilizing MS Office applications, including Word, Excel and Powerpoint.
Possess experience and familiarity using ArcGIS and Asset Management Software.
Understand the complex nature of local government operations and the Public Works Department's role in the community.
Junior and Assistant classifications are distinguished by level of project difficulty assigned and level of independent decision making exhibited. Ability to obtain State of California professional civil engineering license is a requirement for advancement in the Engineering series.
Junior Engineer Education: Equivalent to completion of a Bachelor of Science degree from an accredited college or university in Civil Engineering. Experience: None Required
Assistant Engineer Education: Equivalent to completion of a Bachelor of Science degree from an accredited college or university in Civil Engineering supplemented by course work in training and supervision. Experience: Two (2) years of professional level civil engineering experience in plan checking, design, construction or contract management of public works projects. Some work experience in a lead capacity is desirable. Certificate: Possession of an Engineering-in-Training (EIT) Certificate.
License Requirement (Both Levels): Possession of a valid California Class C driver's license and a satisfactory driving record are conditions of initial and continued employment.

The Selection Process
All applications will be reviewed for minimum qualifications and only the best qualified will be invited to continue in the examination process which may include a practical and/or oral board interview. The examination process will evaluate the following areas:
Knowledge of: Principles and practices of civil engineering; engineering applications to municipal public works and construction projects including cost estimates, studies, technical reports, design of plans, specifications, and professional recommendations for a variety of municipal engineering activities. Knowledge of construction, surveying, inspection, engineering materials and methods; planning and analysis of engineering systems needed for the use of land including streets, highways, water, and wastewater facilities, storm drains, and grading. Assistant Engineers must also possess the following knowledge: Principles and practices of project management, public works, land development, and construction procedures; the planning and analysis of engineering systems needed for land use; laws and principles, and the Subdivision Map Act; public works contract administration procedures including the process of contract preparation, contractor selection, administration of contract work change orders, disputes, claims, equal opportunity and closing of contracts; and principles and practices of supervision, training and performance evaluations.
Ability to: Prepare accurate plans, specifications, cost estimates and engineering reports; manage the scope, development and design of construction projects; make accurate engineering computations and drawings; coordinate engineering activities with other city departments and outside organizations; provide effective guidance to subordinate personnel in the preparation of necessary documents, reports and recordkeeping systems; write clear, concise and accurate technical and non-technical reports, correspondence and memoranda; prepare reports, agreements and accurate records; communicate effectively, both orally and in writing; explain complicated technical matters in non-technical terms; establish and maintain cooperative and effective working relationships with those contacted in the course of work. Assistant Engineers must also possess the ability to: Supervise, train and evaluate subordinate employees; organize workload and prioritize assigned responsibilities; delegate tasks to ensure accomplishment of the Division's goals and duties.
