Provides strategic direction and leadership oversight in the following areas: Construction and Engineering, Airport Planning and Noise, Energy and Environmental, Project Portfolio Office, AutoCAD and Geographical Information System (GIS).
Establishes policies and strategies for CRAA construction and engineering management. Reports directly to the Executive Vice President and Chief Operating Officer.
ESSENTIAL DUTIES & RESPONSIBILITIES

Engages leadership team in capital construction program implementation.
Develops and implements strategy for the planning, design, and construction of development of all Authority-owned facilities.
Identifies and communicates impacts to programs and operations, including safety and security as well as the passenger experience, airport finances, airlines, and concession operations.
Oversees stakeholder engagement and stakeholder relations.
Oversees the department budget; ensuring the development and submission of timely and accurate budgets as well as monthly reconciliation and variance reports. Manages operations toward achievement of budgeted revenue, net operating income & profitability targets. Enacts corrective measures when unexpected costs or reduced revenues occur.
Manages the strategic direction and oversees staff in the development and daily maintenance of the Geographical Information System.
Sets the strategic direction for the development and implementation of recommendations regarding the state of the enterprise capital portfolio, including annual capital spending, capital funding, and changes to the portfolio.
Oversees the direction of the development, implementation, and improvements to the energy and environmental compliance programs.
Identifies, evaluates, qualifies and implements business partner & vendor relationships, including negotiating and managing service level agreements and performance.
Evaluates and recommends capital improvements relative to revenue generating investments and asset preservation. Achieves desired internal financial benchmarks for each asset within the portfolio. Assists in new acquisitions and development by providing insight, analysis, pro forma, evaluation, staffing, and capital planning.
Develops strategic plans based on CRAA’s priorities. Leverages industry expertise, best practices, and key business drivers in developing short and long range plans and defining results. Maintains flexibility to adapt priorities based on changing business needs.
Partners with varying internal and external stakeholders on initiatives.
Maintains positive relationships with Board of Directors. Effectively assists with preparing and presenting Board reports, staffing committees or local Boards.
Performs related work as required.
Required Education and Experience
Bachelor's degree from an accredited college or university in Engineering, Architecture, Business, or a related field
Nine plus (9+) years of experience in airport operations, maintenance, and/or management
Previous managerial experience in the aviation industry required
Work requires managing and monitoring work performance of a business unit or key work area including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
