The Chief Capital Development Officer (CCDO) will play a key leadership role in HART’s transformational, innovative, and multimodal service growth, overseeing the planning, programming, design, and construction of high-priority capital projects. With significantly increased funding from the successful passage of a sales tax referendum, this new role will have an opportunity to shape how HART plans and delivers projects that will have lasting impact on the region’s mobility and economic development.
Essential Duties & Responsibilities.
The CCDO reports directly to the CEO and oversees Capital Projects, Program Management, Service Development, Innovative Mobility, and Real Estate/Transit Oriented Development. As a collaborative and visionary leader, the CCDO proactively involves other Departments, such as Operations, Maintenance, Finance, and Procurement, throughout all phases of planning and project delivery to ensure alignment with organizational goals, obtain critical insights and ideas, and foster more seamless transitions of projects from planning and construction to implementation. The CCDO also builds relationships among key internal and external stakeholders to develop mid and long-range programs designed to improve transit service and build necessary infrastructure and facilities in accordance with customer and community priorities. The CCDO interacts with community partners and leaders to foster positive policies relating to transit, supportive land use, and development projects. As an experienced leader and project manager, the CCDO effectively manages the performance of both internal staff teams and consultant teams in the development of grant applications, project work scopes, and technical analyses and reports pertaining to the planning, design, and construction of projects and studies for services and facilities. The CCDO applies best practices and innovative delivery methods to increase HART’s capacity to deliver projects more quickly and cost-effectively.
Knowledge, Skills & Abilities
Demonstrated experience in successfully planning, directing, and coordinating high-priority and complex projects within a prescribed timeframe and budget, and in alignment with organizational goals and objectives.
Highly knowledgeable in principles and best practices in the areas of project management, transit-oriented development, and capital delivery.
Ability to interpret architectural/engineering drawings of project plans.
Highly collaborative style; ability to lead, motivate, and build an efficient team consisting of both internal staff and consultants.
Self-starter, able to work independently, and entrepreneurial; enjoys creating and implementing new initiatives.
A strong track record as an implementer who thrives on managing a variety of initiatives concurrently, with the ability to balance multiple priorities, deadlines, and budget constraints.
At least 10 years of project management, capital planning and/or engineering experience in an environment undergoing significant expansion, with at least 5 years of supervisory experience.
Bachelor’s degree in engineering, planning, or related field is required. Advanced degree preferred.
Project Management Professional (PMP) certification preferred.
