Currently, the Banking Supervision and Regulation RBO department is seeking a self-motivated, versatile Examiner I (Regional Banking Credit Risk Specialist) to be located in Dallas, TX. This position may be filled as an Examiner I, Examiner II, Examiner III, or Sr. Risk Specialist depending on the applicant's qualifications and experience. The successful candidate will serve as credit risk specialist on the examination team responsible for supervisory oversight of regional-sized Bank Holding Companies (BHCs). The successful candidates primary responsibility and time will be dedicated to overseeing credit risk for these regional organizations. This individual will conduct inspections/examinations and ongoing reviews, analyze internal reports, conduct discussions with BHC and bank management, review industry information, and research credit risk topics affecting the financial services industry. The individual will also assist on other supervisory events as needed.
The majority of time will be spent in team activities with emphasis on analyzing and assessing credit risk measurement and risk management practices as a risk specialist. In addition to credit risk specialist responsibilities, the successful candidate will work with and support Central Points of Contact (CPCs), dedicated team members, and other Department risk specialists as well as Federal Reserve System initiatives. The interdisciplinary coordination involved is substantial, and the ability to work collaboratively with other units within the Banking Supervision Department, Board of Governors (BOG) Staff, and other regulatory agencies is key to this role.
An important requirement of this position is effectiveness in initiating and maintaining communication and information flow between BHC management and regulators. In addition, this examiner/specialist will define the rationale for specific inspection/examination activities, which may be driven by a need for more information about industry practices with respect to a given risk topic, or to address specific regulatory concerns developed through ongoing analysis, peer information, external events, or regulatory mandates. Written and oral communications must be conclusion oriented, well-supported, and consistent with regulatory standards and established market practices.
Leads or participates in supervisory events that assess asset quality and credit risk management. Analyzes and evaluates the entitys policies, procedures and controls. Confers with entity and other Federal Reserve personnel to gather information and resolve any issues that arise during the supervisory process
Recommends regulatory ratings/assessments. Leads meetings with entity officials and Reserve Bank management to discuss issues, findings, and recommendations
Leads post-supervisory event activities including the completion or supervision of workpapers (and workpaper review), the examination/inspection report, vetting document, letter of findings and/or internal memoranda
Ensures written documents that summarize and communicate the findings to the entity board and management, the BOG, and other regulatory agencies comply with System and district standards, policies, and procedures
Conducts or supervises the analysis of responses to remediate issues identified during a supervisory event
Monitors entity between supervisory events for new issues and significant changes in risk profile, recommending actions to be taken where appropriate
Ensures expertise is maintained by participating in System and industry conferences, discussions, and training. Ensures that Reserve Bank management and appropriate business lines are aware of emerging issues and changing risk profiles that may impact varying business lines and entities supervised
When leading supervisory events, provides performance feedback and direction to staff
Contributes to various Federal Reserve System, Reserve Bank, and Departmental initiatives by participating in committees, training activities, and the development of policy statements
Knowledge with practical application of credit risk management and measurement methodologies, applicable laws and regulations, and relevant supervisory guidance for credit areas
Advanced analytical skills, as well as a thorough understanding of banking laws, regulation, and policies and the ability to apply and explain complex regulatory, financial, and analytical concepts
Strong communication (both written and verbal), interpersonal, and organizational skills are required. The position requires professional interaction with senior management of the Reserve Bank, BOG staff, financial services industry, and other regulatory agencies
Must demonstrate initiative, follow through on directions with minimal supervision, and recognize situations where deviation from original direction is appropriate

EDUCATION AND EXPERIENCE
Bachelors degree in finance, accounting, or related field
Minimum of five to seven years of credit experience is preferred
Regulatory experience is preferred
Examiner commission from a federal or state banking agency is preferred
Equivalent education and/or experience may be substituted for any of the above requirements
WORK HOURS AND CONDITIONS
M-F from 8:00 a.m. to 5:00 p.m.; alternate work schedule 80 hours/2 weeks/additional hours may be required
Required average travel of 15% to 25% will be necessary to complete job duties and responsibilities but at times could reach 40% dependent on base location
Preferred base location for this position is Dallas.
The commissioning status, salary level, and title for this position will be determined by applicant's qualifications. This position may be filled as an Examiner I, Examiner II, Examiner III, or Sr. Risk Specialist depending on the applicant's qualifications and experience.
Employment is contingent upon the selected candidate passing a financial credit check.
