ATCS is currently recruiting for a NEPA Planner/Environmental Project Manager for our office in Cary, North Carolina. This position requires a responsible, professional and detail-oriented individual who possesses strong organizational, communication and editorial/grammatical skills. This staff member must be a self-starter, self-motivated, able to work effectively independently and as part of a team with a willingness to work overtime as needed. In addition, excellent time management skills and the ability to successfully handle multiple priorities are required. Extensive knowledge of North Carolina DOT and federal transportation policies and procedures are expected.
Essential Job Functions
Represent the Environmental Services Team out of the Cary Office on NEPA and Planning related projects and tasks
Serve as a Project and Task Manager to conduct, prepare, assist and train others in various aspects of the Environmental Services discipline, including:
NEPA, Section 4(f) and other environmental compliance and documentation efforts
Socioeconomic and land use planning, including Environmental Justice
Natural resources, including wetlands/stream delineation, permitting and mitigation
Cultural Resources, including archaeology and architectural history
Air quality & Noise analysis
Agency and stakeholder coordination
Provide leadership, oversight, technical mentoring and guidance to staff within the Environmental discipline, some of which may not serve as direct reports
Lead the writing, editing and compilation of environmental documents, technical reports, proposals and presentations
Coordinate with technical staff to ensure environmental studies/reports are completed properly and on schedule
QA/QC of studies, products and reports
Project and Program Management
Communicate with ATCS leaders and managers as needed regarding project status and daily activities
Coordinate with clients and agencies regarding project data, needs and status, as necessary
Prepare and negotiate scopes of work and cost estimates
Prepare project schedules and budgets and keep all projects within schedule and budget
Utilize staff effectively and efficiently and coordinate needs with other ATCS disciplines/ offices
Develop and monitor workload, staffing and budget projections
Marketing and Business Development
Assist the South Regional Manager and Cary office management in creating and building a marketing strategy and business plan for the Environmental Services discipline
Secure new work with existing relationships and with new clients throughout North Carolina; obtain environmental work in order to grow our business, and add staff
Set up and attend internal and external marketing meetings
Research and identify potential transportation projects and pursuits
Develop proposal strategies and teaming
Lead preparation of proposals, presentations and marketing materials
Other Responsibilities
Participate in other tasks to support other technical disciplines, on an as needed basis
Cooperatively work and integrate with other offices and disciplines to advance company goals
A Bachelor’s degree in engineering, planning or related environmental discipline is required.
A minimum of 12 years of experience in Transportation and Environmental disciplines including proven technical expertise, project/staff management skills and problem solving abilities
Ability to obtain applicable training and certifications to perform specialty services as described
