This position is responsible for coordinating and designing major capital construction projects including substation, transmission, and distribution; developing and managing the budgets for all new substation and transmission line projects and upgrades; development of all substation, transmission, and distribution line material and equipment standards; the design and contract documents for all substation projects; contract administration for substation construction projects; development of all material contracts for station and transmission line materials/equipment; facilitating coordination and scheduling with the Operations department to ensure service required dates are met; providing technical support to the Operations department; implementation, maintenance, and enhancement of the SCADA system; and the design, installation, and maintenance of SECO Energy owned generators (both load management and back-up power based).
This position has responsibility for setting the direction for the Substation and Transmission Design department; effectively communicating the goals and expectations of the department to its members and how those goals inter-relate to the corporate goals; evaluate and develop the capabilities of team members; provide direction, coordination and evaluation of employees in the engineering design, system planning, and land rights groups in order to promote efficient, effective, and measured results. This person is expected to perform supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Provide technical and managerial direction in all engineering and technical activities concerning
The design, work order preparation, construction and construction management, scheduling and budgeting of proposed and existing transmission and substation
The design and work order preparation for major distribution projects such as line conversions, voltage conversions, and transportation relocations.
Studies of technical, environmental and economic feasibility, engineering field studies and related studies pertaining to proposed and existing
Preparation of contracts and specifications for engineering and construction services of new and existing substation and transmission
Develop guidelines for necessary change/upgrades in facilities and coordinate changes with Reliability &
Develop capital and operating cost estimates and engineering feasibility studies of SECO Energy transmission and substation facilities; perform a continuing evaluation of current stations design and material requirements.
Forecast requirements and prepare the annual budget for substation systems needs of the cooperative and monitor
Coordinate the engineering, material acquisition and construction of substation and transmission projects and monitor projects to ensure that construction is on schedule to meet projected in-service dates.
Research activities pertaining to new and failed materials, engineering and construction
Develop technical and practical aspects of providing services, sharing facilities or standardizing materials with interconnected utilities, as
Provide background information, documentation and expert advice for management consideration on major projects and technical matters involving advanced theories concepts and
Direct and/or perform the design of new facilities and upgrades to existing substations, switching stations and capacitor stations; prepare cost estimates of all station
Review and approve or disapprove the design and as-constructed drawings to include work orders, drawing, materials, field changes, methods, contracts and specifications relating to transmission and substation
Provide design upgrades and support for SCADA
Analyze station outages to avoid or reduce severity of future
Prepare project status reports and keep management, contractors and others informed of project status and related
Overall responsibility for emergency generator installations including design, installation, and maintenance (routine and emergency).
Maintain an active role in SECO Energy’s “Emergency Preparedness Plan” to include participation in “Dry Run” exercises, review of the department’s roles and responsibilities, following the prescribed process in an actual emergency, and prepare all documentation following an actual
Maintain a current knowledge of improvements and upgrades of substation, distribution, and transmission facilities; keeps current with events, trends and requirements, technology and information that may affect the design, maintenance and operations of substation and transmission facilities or electric utilities in
Education and Experience
Bachelor’s degree in Electrical Engineering.
Registration as a Professional Engineer in Florida or ability to obtain within one year of
Twelve years’ experience in electric utility planning and operations with emphasis on substation and transmission design.
Minimum of six years in a management position supervising multiple individuals and functions.
Advanced financial planning, forecasting, and analysis skills.
Concentration in Electrical Power.
Distribution overhead and underground design experience
Interfacing substation IED’s into SCADA RTU’s and knowledge of communications concepts for substations and distribution automation.
Electric substation relaying and protective device coordination.
Experience or similar work with an electric utility or related industry.
Experience implementing standardized work processes and the ability to interpret and compose work flow process charts; coordinating emergency response
Knowledge, Skills, and Abilities
Thorough knowledge and understanding of substation and switching station, distribution, and transmission line design; all laws, regulations, standards and codes governing substation, distribution, and transmission
Broad knowledge of analog and data communications as it applies to a distribution electric
Knowledge of SCADA and information system configuration and programming; load management systems design and control requirements, telecommunications and equipment failure
Knowledge and proficiency of project/construction management techniques and
