Primarily responsible for managing highly critical monthly processes vital and significant to member wholesale power expenses with direct impacts on Hoosier's revenue and cash flows. The responsibilities of this position is composed 90% data/load/technical based analysis and 10% billing application and production. A person filling this position should have a strong engineering/analytical/technology based background. This position will be communicating with Member System CEO/Managers and billing staff involving billing matters, while dealing with on-going communications with Member System, Hoosier Energy , and other utility engineering, operation, analytical, and billing staff involving data collection and analysis. Responsible for on-going data collection, detailed data analysis and interpretation, software programming and set-up applications, overseeing analytical projects, the handling and security of billing software tools, and completion/distribution of monthly wholesale power billings. Responsible for understanding, interpreting, and properly applying system operational structure to data collecting and billing execution. Regularly works as a team with the other Billing Department staff, Engineering, and Operations in completing these tasks. Provides education and training for members, end consumer and company staff concerning data analysis and billing issues. Serves on committees and represents Hoosier Energy as directed by Department Manager. Assures 100% data collection and billing back-up capability through joint effort with the Senior Billing/Data Analyst and the Billing Department Manager.
DUTIES AND RESPONSIBILITIES
Primarily responsible for managing highly critical monthly data collection, programming, analysis, and billing processes vital and significant to member wholesale power expenses with direct impacts on Hoosier's revenue and cash flows.
Proactive and routine communication with Member System CEO/Managers and billing/operations staff involving review, education, explanation, troubleshooting of load data, and handling of unique issues on member bills.
Responsible for on-going communications with member systems, Hoosier Energy, and other utilities involving engineering, operation, data collection, analytics, and billing.
Works cooperatively with member and Hoosier staff to create and apply metering, operational, and billing protocols and guidelines.
Provides technical and analytical support and advisory services to members, Hoosier personnel and third party staff.
Develops material and provides education and training for members, end consumers (upon request), and company staff concerning load monitoring software and bill calculations.
Supports interchange analysis with MISO, other utilities, and various load groups.
Develops and maintains member load database.
Develops and maintains meter and billing logs, and billing related contracts.
Manages all meter and communication assignments, adjustments, monitoring, master file development/programming, and maintenance of all documentation/records
Maintains tools and processes used by the G&T, members and end-consumers to review and analyze data including MV-WEB, “Members Only Site” items related to billing, and other information. Establishes and maintains documentation of all tools in order to provide a 100% back-up capability of the analytical tools control and support. Involved with the security of data collection and billing systems
Performs monthly data collection ensuring accurate data supporting billing requirements and a multitude of other internal/external uses. Includes establishment, programming and maintaining metering and communication systems databases; develop, analysis, programming, and documentation of summary mapping of all meters requiring examination and interpretation of all one-line diagrams and grid operational set-up; interpretation and proper application of load transfers; review, analysis (statistical, pattern based, load based), verification, trouble-shooting and resolution development involving the interval data collected; working directly with engineering and operational technicians to assure accurate and timely data collection capabilities; establishing and maintaining a 100% back-up capability of the data collection process; updating and maintenance of all documentation related to monthly data collection.
Responsible for the maintenance and implementation of software and hardware for the data collection and billing systems. This includes the handling and support of the MV-90, MV-Web, MV-PBS and Crystal Report software packages and all related databases. Keeps abreast of current and future metering/monitoring technologies which may impact current data collection and billing processes.
Understands, reviews, maintains and properly applies tariffs and contracts. Anticipates and resolves meter, load, and billing issues with staff and/or members involving all data collection, tariff /contract applications.
Identify and recommend process improvements that strengthen or enhance Department functions.
Develops, produces and distributes monthly wholesale bills to member systems. Assures that billing is of highest quality and accuracy and produced in a consistent, timely fashion in compliance with company policies. Assures that protocol is established and maintained in order to provide a 100% back-up capability of the data collection and monthly billing.
Performs other duties as assigned.
Bachelor's degree in engineering, statistics, business, finance, accounting or an associated discipline , or equivalent experience, with a minimum of 5 years of experience in the electric utility sector.
5 years' minimum experience in an electric utility environment with specific knowledge and hands-on working experience with MV90, MV-PBS, and MV-WEB data collection and billing processes/systems.
5 years' minimum experience understanding and knowledge of electric utility system electrical operation, electric engineering terminology, metering technology and telemetry, as well as rates/tariff applications.
5 years' minimum experience with pattern/statistical analysis including use of processes involving editing, correction of data, as well as identifying potential errors/problems.
5 years' minimum project and program management experience, along with strong communication skills demonstrated across teams and stakeholders. Experience in member/customer relations in a cooperative setting preferred.
