Ames Laboratory, a United States Department of Energy (DOE) National Laboratory, is seeking qualified candidates to serve as the Director of Procurement. Ames Laboratory is co-located on the campus of Iowa State University, the management and operations contractor for the Laboratory. Our mission is to provide critical materials solution to the Nation. The Laboratory conducts research on three decadal long challenges: Discovery for a Sustainable Future – Critical Materials and Recycling Science; Making Every Atom Count – Atomistic and Molecular Design and Control for Energy and Chemical Conversion; and Innovating for Science and Industry – Novel Synthesis to Manufacturing. These three strategic directions build on our foundational strengths of Science of Synthesis, Science of Quantum Materials, Science of Interfaces, and Science with Rare Earths.
The Director of Procurement leads the Laboratory’s procurement operations and provides technical expertise in the area of procurement to Ames Laboratory. The procurement process performed by the department include, but are not limited to: the timely and economical acquisition of goods and services; ensuring negotiated procurements provide maximum value; administering research and construction subcontracts from pre-award analysis, through execution and closeout; administering the Laboratory’s credit card and small business programs; and maintaining records. The Procurement Director is responsible for self-assessing and continually improving processes, awarding to capable and reliable subcontractors, and taking appropriate measures to ensure the maintenance of the highest professional and ethical standards. This position is responsible for managing compliance with requirements and implementing process improvements.
This position establishes policies and procedures for the procurement department to develop best practices and comply with DOE Prime Contract requirements in order to meet DOE’s key performance indicators, monitors ongoing compliance with DOE Procurement Rules and Regulations and corrects any deficiencies. In addition, this position includes hiring, supervising, training and evaluating staff to assure timely performance. It also oversees staff development and training to ensure high standards of professionalism, productivity and safety.
The ability to work with and manage the work of others while overseeing and completing multiple projects with critical deadlines is necessary for success in this position. Excellent verbal and written communication skills along with a strong consultative approach to customer service are needed in order to effectively communicate with various levels of the organizations of the Department of Energy, Iowa State University, Ames Laboratory, and external vendors and contractors. An outstanding business acumen along with analytic and prioritization skills are needed for success in this position.
This position serves at the pleasure of university administration and is exempt from certain P&S policies.
Bachelor’s degree and 8 years of related experience or a Master’s degree and 6 years of related experience or a Ph.D. or other professional degree and 3 years of related experience
