BOMA is seeking a seasoned association advocate with a minimum of 10 years of experience in issue advocacy at the federal level including as chief lobbyist. The successful candidate will have experience directing staff in pursuit of legislative and regulatory goals as well as teaming up with the senior staff in driving the association's strategic plan. Experience in state and local advocacy, building codes and political action committees a plus. The successful candidate will possess strong written and verbal skills and be a relationship builder, a servant leader, with empathy and the ability to represent the value of the association as an effective public speaker. Experience working on Capitol Hill, a real estate related association or an association or an association with local associations or chapters a plus, as is holding a CAE.
Responsible for serving as BOMA’s chief lobbyist to negotiate positive legislative outcomes for our membership; leading the federal and state advocacy programs; quantifying advocacy victories, managing BOMA’s building codes, emergency preparedness, and PAC activities; developing policy and strategy on key legislative, regulatory, and codes issues; and representing BOMA at various industry events.
Lead BOMA’s legislative advocacy program (in coordination with the Director of Federal Affairs and Government Affairs/PAC Manager), including developing policy and strategy on key issues; lobbying members of Congress, congressional staff, federal agencies and administration officials.
Oversee BOMA’s state advocacy program (in coordination with the Director of State & Local Affairs and Manger of State and Local Affairs) to provide guidance, tools, and assistance to local BOMA associations to strengthen their advocacy efforts.
Enhance the visibility and effectiveness of BOMAPAC with the Government Affairs/PAC Manager, by leading fundraising efforts, communicating with the membership, and representing BOMA at fundraising events.
In coordination with two building code consultants, lead BOMA’s national code development efforts; coordinate communications on codes issues to the local associations and membership; and assist local associations with local code adoption and implementation issues.
Manage BOMA’s emergency preparedness programs and develop education opportunities.
Coordinate education related to BOMA’s legislative and regulatory activities, including the development of advocacy programs for the Winter Business Meeting and Annual Conference.
Represent BOMA in meetings of other national real estate organizations, relevant industry groups and coalitions, and with local BOMA local associations, and serve as BOMA’s spokesperson in those venues.
Respond to member, non-member, and press inquiries on legislative, regulatory, and codes issues.
Provide oversight for advocacy related content in BOMA’s publications, including the direct management of BOMA’s monthly Advocacy Update newsletter.
Provide regular support to BOMA’s committees and task forces, including Executive, Government Affairs, Energy and Environment, State and Local, BOMAPAC, Industry Defense Fund (IDF), Emergency Preparedness, Building Codes, and Tax and Finance.
Serve as the Secretary of the Industry Defense Fund Oversight Committee, working with the Director of State and Local Affairs to oversee financial compliance.
Support revenue-enhancing projects as needed to meet BOMA’s annual budget targets.
Supervise the advocacy and building code staff.
Manage the advocacy and building code department budget.
Participate fully with the Executive Team in leading, directing, and managing the business of BOMA in creating value for our members.
Bachelor’s degree in Political Science or related field and a minimum 10 years’ experience in issue advocacy. Strong verbal, written, and interpersonal communication skills required, as well as a demonstrated ability to oversee PAC activities and fundraising. Congressional, state, and or industry association management experience preferred.
