To manage the MR/PR Department in a manner that will produce effective results in providing service to the members and in accordance with the established objectives, policies and rules and regulations.
To develop, with the general public, as well as members, an understanding of the Cooperative philosophy and be able to communicate it effectively.
To advise both members and prospective members of the advantages of the efficient use of electrical energy in the area development of residential, industrial and commercial power loads.

RESPONSIBILITIES AND AUTHORITIES
Planning and Controls
Prepares annual departmental budget and work plan; compares operating results and expenditures quarterly for necessary adjustments; reports to the General Manager and, at the direction of the General Manager, provides information to the Board of Trustees.
Plans and coordinates both District and Annual Meetings and conducts appropriate planning committee meetings.
Assures data is compiled and maintained to enable preparation of required conservation data for RUS, and the data requirements to comply with Touchstone Energy.
Plans and coordinates member related events including key account activities.
Administers the Operation Round-up Program; working within the established guidelines.
Reviews periodically the activities of the department and recommend to the General Manager the organization structure best suited to carry out the objectives of the MR/PR Department.
Assists and reviews preparation of position descriptions for the department personnel.
Recruits and screens applicants for positions within the department subject to the Manager’s approval.
Conducts performance appraisal reviews for department personnel and recommends salary adjustments in accordance with the wage and salary policies.
Encourages department employees to attend workshops and/or seminars that would be beneficial in fulfilling their job descriptions.
Maintains a positive attitude and open mind to opportunities and ways of encouraging personnel morale. Builds and maintains enthusiasm throughout the department through the use of coaching, counseling, and mentoring while encouraging professional growth.
Makes certain that all reporting personnel understand and accept the responsibilities and authorities described in their position description.
Delegates such responsibilities and authorities to reporting personnel with full recognition that the Director retains overall accountability.
Such delegations to personnel mean they may perform on their own initiative and without prior approval all activities so described in their position descriptions.
Coordinates assigned projects for all reporting personnel setting expectations and giving assistance as needed.
Performs Personally Activities Unique to this Position
Approves time sheets, expense vouchers and vacation schedules of department employees.
Approves all department purchases and maintains expenses within the approved budget.
Responsible for the development and maintenance of cooperative-oriented information in the form of news releases and feature articles on all facets of the organization to assure that Cooperative business is communicated accurately and fairly to both the general public and our members.
Responsible for development and maintenance of communication programs to include presentations, written transcripts and photographs for presentation to members, employees and the general public.
Responsible for all communication with media sources to inform the public of Cooperative business or member issues in regard to storm updates, outages, and emergencies.
Responsible for development, maintenance, and updates of all members publications, and membership information handbook, and oversees the production of the “Country Living” magazine, a monthly membership publication, which includes management and direction of contract newsletter editor and printer.
Collaborates with the General Manager and Staff in the development and design of bill stuffers on appropriate or timely member information.
Oversees the writing and production of the internal communications including the employee directory and the employee newsletter on a monthly basis.
Responsible for development of all service area “local” advertising for newspapers, radio, trade and instructional publications and assure same is publicized in a timely manner.
Maintain membership satisfaction by resolving complaints and answering questions directed at the Cooperative through various forms of communication often acting as an agent for the both the cooperative and the member.
Provides assistance in settling high bill complaints.
Provides information and advice to builders and contractors with regard to service construction.
Identify new Key Accounts and assist with recruiting them to our Service Area. Stay in close contact with existing key accounts to retain their load and assist with any expansions. This includes showing our appreciation to key accounts with special events.
Advises and encourages individual developers and contractors with regard to availability and reliability of Cooperative service. Utilize negotiation strategies to achieve new electric load in our Service Area staying within Cooperative guidelines and the Oklahoma Corporation Commission rules and regulations.
Responsible for the development and preparation of information necessary for the Youth Programs including Youth Tour and Energy Camp; oversees the local portion of the program through personal and direct mail contact with the schools and assures that the proper followup is released as to the results of the contest.
Supervises informational meetings for youth groups for the purpose of encouraging the proper and efficient use of electrical energy, electric safety and familiarize them with the Cooperative philosophy.
Supervises “on site” energy audit programs and makes recommendations for corrective action.
Provides advice and assistance to contractors and members with regard to energy conservation, including advice on retrofitting homes.
Advises and encourages prevailing insulating standards required for efficient use of electric energy.
Assists and advises new members in the efficient use of electrical energy.
Supervises the preparation of heat loss/heat gain calculations for members and prospective members for the purpose of recommending equipment size and estimated operating costs.
Supervises the selection and presentation of programs dealing with Cooperative philosophy and energy conservation at area civic, service and farm organizations.
Negotiates contracts and legal agreements subject to the General Manager’s approval.
Reports to the Board of Trustees on special MR/PR activities as directed by the General Manager.
Performs such other duties as directed by the General Manager.

Assists Office Services Department in handling high bill complaints, billing procedure explanation and other special problems that may arise
Assists Operations and Engineering Department in development layout, securing right-of-way easements and renewable energy installation in providing service to the members.
Works with Accounting Department on departmental budget and foundation budget.
Assists and advises member/consumers of services offered by the Cooperative, its rates, policies and procedures as well as the benefits and role of the Cooperative philosophy.
Communicate with members by providing knowledge to assist in resolving issues.
Civic Clubs/Community Organizations
Participates as an active member.
Assists with programs for area youth groups.
Provides information and seeks advice.
Coordinate committee meetings
Participates in Oklahoma MR/PR Association and keeps abreast of current activities with regard to the organization.
Other Utilities/Power Companies
Negotiates sales, purchase and trade of territorial facilities with PSO, OG&E and other Cooperatives to comply with Oklahoma Corporation Commission rules and regulations.
Must have five years of progressively more responsible experience in electric utility industry with emphasis on communication. Must have a clear understanding of electric cooperative as it relates to member and public relations. Additional experience in public relations as it relates to electric utility consumers specifically, is preferred. Additional experience in the housing and industrial construction industry helpful.
Must have a basic knowledge of electric distribution, generation and transmission as well as basic electricity Should be familiar with construction standards codes and regulations as it pertains to efficient electrical utilization. Should have a thorough understanding of cooperative philosophy. Must be familiar with cooperative rules and regulations and the Oklahoma Corporation Commission rules and regulations as it pertains to the utility industry.
Must have excellent communication skills, both written and oral; with the ability to settle member disputes with the cooperative using active listening, empathy, and problem-solving skills. Must be able to manage news media relations and effectively communicate our message; must be able to use necessary office equipment with an understanding of various media technology preferred. Must have the ability to encourage member engagement in Cooperative events. Must be able to manage departmental staff by setting clear goals and objectives, with a desired timeline and monitor progress on a regular routine. Must have a valid Oklahoma Driver’s License.
