SUMMARY Supports the engineering activities and manages the operations technology (SCADA, Outage Management System, AMR, Load Management Program, Etc.) of the Cooperative and will ensure the coordination of all aspects of GIS activities. Will administer GIS application programming, database design and implementation of data standards. Will assist E&O in planning, design, installation and maintenance of Bartholomew County REMC’s electric infrastructure and also work closely with the Network Administrator. ESSENTIAL DUTIES AND RESPONSIBILITIES - Maintains the accuracy, connectivity and operations of the electric utilities various models, software and databases such as (ESRI, NISC Mapwise, OMS, Appsuite, Dew, SCADA(OSI) , MDM, and Aclara AMI systems)
- Reviews work order redline changes and ensures accuracy of posted data from line crews and field engineers
- Reviews connectivity model and regularly checks for flow errors
- Performs daily review of operation analytics (transformer loading, failed meter readings, blink counts)
- Export/import data for engineering and outage management models (monthly)
- Oversee administration and maintenance of various E & O servers and software
- Provides technical assistance in system design, integration and maintenance of upgrades. Includes implementation of new systems, identification and resolution of existing problems.
- Oversee outside communications infrastructure (PTP,PTMP, RF, VHF, LTE communications networks)
- Stay abreast on new engineering, surveying, and field collection software
- Performs various analysis on company data
- Creates reports and visual applications for operations and engineering
- Creates inspections for distribution facilities and maintain collected field data from line crews
- Use GPS device to collect/import data to correct GIS model
- Communicates effectively with members, management, government agencies, employees and personnel from other companies.
- Performs joint use inspections and oversees data in SPANS and GIS
- Create and prints maps as needed
- Place asset ID tags on missing or inaccurate field devices
- Work with local county offices to obtain updated parcel data regularly
- Assist Field Engineer as needed or required
- Assist in after-hours storm work and serve as on call Supervisor in management watch schedules
- Other duties as assigned by Management
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Engineering Technology, Civil Engineering or equivalent
- Experience in analyzing spatial data at an electric utility and translate into appropriate reports and thematic maps
- Strong background in networking, IT and various SCADA communication protocols (Dnp3, Modbus)
- Knowledgeable in PTP, PTMP, LTE and RF communication devices
- Knowledge of modern component-based GIS tools and methodology for utility GIS use cases
- Knowledge of SQL Databases and ArcGIS Enterprise Server is an asset
- Strong organizational, time management and interpersonal skills
- Basic computer skills including working knowledge of Microsoft Office products such as Word, Excel, Outlook and Power Point. Ability to learn and master company specific programs such as outage management and mapping software.
- Knowledge in SQL, Python, C++, Microsoft Access experience is required
- 1-4 years’ experience with GIS databases and editing using ESRI ArcGIS based software including use of ESRI software and Global Positioning System (G.P.S) units for data collection;
- Valid Indiana driver’s license

PHYSICAL DEMANDS Both inside and outside work is required daily; some offsite work will be required for residential service calls, meetings, seminars, training, and other company functions. Inside work requires sitting at a desk using a computer, talking on the telephone, meeting with customers, close vision work, common office functions, operation of office equipment, attending some evening and overnight meetings, and occasional lifting up to 80 pounds. Outside work requires driving a company vehicle, staking, Surveying and collecting data. The use of various hand tools and electronic equipment in proximity with electrical wiring and equipment while wearing personal protective equipment is required. WORK ENVIRONMENT While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; outside weather conditions; and risk of electrical shock. The noise level in the work environment is usually moderate when working in the office areas, and usually moderate when working in the outdoor environment. |
