Responsibilities: - Develops, in conjunction with subordinate managers, short- and long-range goals and objectives for each of the campuses. Establishes and implements policies and procedures to guide the proper maintenance, repair, renovation, and construction of the physical plants. Approves the purchase of major operational items, such as equipment and tools.
- Develops and institutes the institution's energy management program. Recommends improvements in the institution's facilities, including renovation or construction of structures, purchase of equipment and other relevant institutional requirements.
- Manages in-house construction/renovation projects, including obtainment of appropriate permits when needed.
- Administers and directs programs to maintain buildings and equipment as well as to procure or generate all utilities and distribution systems. Plans, reviews layouts, ensures code compliance and negotiates contracts for major construction and renovation projects.
- Negotiates contractual arrangements concerning equipment, maintenance, renovations, construction and so forth; secures approval as needed. Submits and recommends bids to administration on standard policies and acts as a liaison with contractors, architects, engineers and material and equipment suppliers. Maintains various records pertaining to job costs.
- Provides consultative services to major construction/renovation projects performed by outside contractors, including plan review, utility shutdown coordination and punch-list development.
- Ensures preventive maintenance work orders are completed within their established timeframe at least 95% of the time.
- Ensures that utility system inspections and testing are conducted within their established timeframe (i.e., all standpipe occupant hoses are hydro-statically tested five years after installation and at least every three years thereafter, and systems receive water flow tests at least every five years).
- Coordinates the development, implementation, and monitoring of the safety management activities. Intervenes whenever conditions immediately threaten life or health or threaten damage to equipment or buildings. Conducts, in conjunction with Risk Management, comprehensive, proactive risk assessments that evaluate the potential adverse impact of buildings, grounds, equipment, occupants, and internal physical systems on the safety and health of patients, staff, and other people coming to the CH facilities.
- Monitors and promotes institutional compliance with local, state, and federal regulatory requirements as well as with regulatory agencies such as JCAHO, NFPA, etc. Ensures, in conjunction with subordinate managers, the implementation of the Utility Management Plan to be compliant with all standards established by the JCAHO.
- Maintains the Statement of Conditions and implements plans for improvement or corrective action.
