The Montgomery County Department of Transportation (MCDOT) is seeking a Capital Projects Manager for its Division of Transportation Engineering (DTE). This is an exciting opportunity to shape the future of multimodal travel in the County. The Capital Projects Manager is responsible for the planning and design of transportation infrastructure projects, with a focus on transit facilities and services.
DTE is responsible for planning, engineering, and constructing Montgomery County's infrastructure. DTE is currently engaged in growing and improving Montgomery County's Bus Rapid Transit (BRT) network. The County just opened its first BRT line on US 29 known as Flash. Planning, design, and implementation of additional corridors are underway and this position would be actively involved.
Responsibilities include:
Planning and design work for transit projects associated with BRT, local bus, express bus, on-demand services, and other ancillary facilities. The employee will act as a technical expert on these projects, from planning through construction. Additional assignments may include planning and design for other multimodal capital projects.
Managing medium to larger size complex capital improvement projects while working with a multi-discipline planning and design team including staff from other divisions within DOT and across other departments.
Managing consultant contractors, including managing scope, schedule, and budget as well as reviewing technical submittals.
Assisting with and participating in public outreach activities as well as engaging with other stakeholders including the Washington Metropolitan Area Transit Authority (WMATA), the Montgomery County Planning Department, The Metropolitan Washington Council of Governments, independent municipalities (Cities of Rockville and Gaithersburg, among others), and State agencies like the Maryland Transit Administration (MTA) and State Highway Administration (SHA) within the Maryland Department of Transportation (MDOT). Familiarity with Federal funding and National Environmental Policy Act (NEPA) compliance is desired.
The successful candidate will have experience in the technical aspects of a large-scale transportation project including: traffic signal systems, transit technologies, traffic modeling, ridership forecasting, transit operations, station design and access, civil infrastructure, and permitting.
