Under minimal supervision, key senior leadership position in the organization with responsibility for the organization's nearly $1.1 Billion Budget, Financial Planning and Analysis, Cost Accounting, Business Development, External Affiliations, Labor Productivity, Treasury, Enrollment Services and Provider financial services functions. Serves as the CFO's designee for several responsibilities. Supports organization wide efforts and participates on project teams organized around Financial Vitality, Customer Service, Quality, Community relationships, Business Development, Workforce Governance and Workforce Engagement. Interact with a wide variety of staff in the organization including direct and indirect reports, peers, Executives and Board committees. Develops and executes improvement plans for all areas of responsibility including continuous analysis of performance metrics.
1. Financial Analysis and Operations/Cost Accounting Operations - Provide leadership to this function. Implement process and system improvements in effective cost accounting/decision support functions. Ensure timely, accurate and thorough reporting from current Financial Analysis team and systems. Support numerous presentations to stakeholders, external parties, Board Committees and others. Provides financial oversight for the ACUTE Eating Disorder Service's operations and budgeting. Oversees Treasury functions such as investment strategy compliance, bond refinancing and communication with investors.2. Budget Operations - Provide leadership for this area - oversee Director of Financial Planning and Business Development and team and involvement in all aspects of the organization's ongoing budget process from departmental development to Board presentation. Two budget processes are in effect at Denver Health; one relates to the City and County of Denver and another on a separate calendar relates to the organization's internal budget. Incorporate lean management tools, best practices, transparency and creative problem solving techniques.3. Organization-Wide Initiatives - Assist the CFO and serve as his or her designee on major organization wide initiatives and projects, primarily related to areas under the supervision of the CFO which include Finance, Business Development, External Affiliations, Revenue Cycle, Materials Management, and other financial support Services. Oversee the continuum of work from strategic levels to hands-on detail when needed. Prepare and give presentations, represent the organization with the State of Colorado, City and County of Denver and/or federal government and other agencies. Oversees Enrollment Services for Medical Assistance sites and the Colorado Medical Assistance Program (CMAP) contract with HCPF. Attends meetings with contract managers and other operational stakeholders to ensure quality and productivity metrics are being met.4. Labor Productivity Operations - Oversee this function in collaboration with operational leaders; assist in conflict resolution related to management of productivity targets and further best practices in the organization. Incorporate lean management tools, best practices, creative problem solving and robust quality assurance process.5. Physician/Provider Financial Services - Coordinate the process of data analysis and reporting for physicians and other direct care providers. Activities include incorporating Relative Value Unit (RVU) tracking and reports into financial analysis, physician budgets, support of Chief Medical Officer in physician policy determination, calculation of incentive compensation and other activities.6. Talent Management - Enhances employee engagement by providing resources, support and tools to work in the form of extra-time, brainpower and energy. Mentors, guides and coaches direct reports in order to expand their capabilities and build management depth in the organization for succession planning. Staffs, trains, advises, evaluates the performance of, and when necessary, disciplines and/or discharges staff at multiple levels. Delegates responsibility and authority over operational functions to subordinate managers and supervisors. Supervises administrative and support personnel ensuring duties and tasks flow without overlap or unnecessary hand-offs.
Knowledge, Skills & Abilities
Experience: 1. Five years of directly related experience, preferably in a similar position or as Controller or Budget Director. 2. Minimum of five years supervisory experience. Knowledge, Skills & Abilities: 1. Ability to effectively analyze and organize departmental strategic plans and motivate team to execute on the results. 2. Excellent interpersonal skills and the ability to solve problems creatively and ethically. 3. Technical skills and knowledge in the healthcare industry and in performance improvement tools, for example, ability to develop graphs that are appropriate for Board level review and use of statistical tools such as control charts for analysis. 4. Lean Management Systems experience is a plus. 5. Ability to drill down to root cause of problems in an organized manner. 6. Auditing experience is strongly preferred. 7. Ability to develop an effective Quality Assurance process to ensure no errors in financial data. 8. Recurring themes in all job functions described are: use of performance improvement tools and data for decision making, organization and planning, quality review and assurance, development of best practice performance, creative problem solving and timely work/ability to meet deadlines.
