The Finance Director is directly responsible for maintaining the fiscal integrity of KPUB, reporting the financial condition to the Board. Direct and oversee all aspects of the accounting function,
investment activities, debt management function and property records function of the utility.
Provide timely and accurate analysis of the budget and financial reports in order to assist the General Manager/CEO and the Board in performing their responsibilities.
Serves as the Investment Officer of the utility, including investment reporting to the Board.
Authorizes and initiates daily wire transfers for investment and invoice payments.
Initiates and coordinates the annual budget preparation process through to Board approval.
Administers the approved budget for areas of direct responsibility.
Prepares and presents monthly and quarterly financial reports to the Board at its monthly
Coordinates the annual audit with the independent auditors.
Coordinates the selection of and the banking relationship with KPUB’s bank depository.
Monitors for compliance with KPUB’s Energy Risk Management Policy for assuring that energy transactions are within authorized limits, reports on an ongoing basis the market exposure associated with all transactions entered into by the General Manager/CEO, and oversees other functions.
Coordinates with KPUB’s financial advisers and bond counsel on an ongoing basis. Participates with the General Manager/CEO in preparing new bond sales.
Maintains an ongoing relationship with KPUB’s rating agency representatives, including participating with the General Manager/CEO in regular updates when necessary.
Prepares and distributes KPUB’s Comprehensive Annual Financial Report to interested parties, including the rating agencies, investors when requested, the Board of Trustees and other parties as necessary.
Ensure that effective internal controls are in place and ensure compliance with GASB’ reporting requirements and applicable federal, state and local regulatory laws and rules for financial and tax reporting.
Maintain a high level of integrity and dependability with a strong sense of urgency and results-orientation.
All other assignments deemed necessary by the General Manager/CEO.
Bachelor’s degree in accounting or a related field, Master’s degree preferred.
Knowledge of and experience with the GASB’s (Governmental Accounting Standards Board’s) reporting requirements for a municipal electric utility as well as FERC accounting.
Registration as a CPA in Texas or a Certified Government/Public Finance Officer by the Government Finance Officers of America (GFOA) strongly preferred or extensive electric utility experience.
Ten years of progressive management experience.
Strong interpersonal skills, ability to communicate and manage well at all levels of the organization.
Strong problem-solving skills and the ability to exercise sound judgment and make decisions based on accurate and timely analysis.
Additional Salary Information: $125,000 > Depending on qualifications. Given the COVID-19 issues, special arrangements may be made for partial work-from-home and temporary living reimbursement.
