This position is responsible planning, directing and implementing the Company’s health, safety and environmental processes to ensure a safe, healthy and incident-free work environment.
Make studies and analyses of industrial incident causes and hazards to health for use by Company personnel and outside agencies.
Formulate general health, safety and environmental policies and procedures to be followed by Company or plant personnel in compliance with industry consensus standards; local, state, and federal Occupational Safety and Health Administration (OSHA) rules and other applicable regulations.
Consult with all departments on design and use of equipment, shops, fire prevention and HSE processes.
Inspect or tours the Company’s facilities to detect existing or potential health, safety and environmental hazards and recommends corrective or preventative measures where indicated.
Keep managers and employees alerted as to the hazards of working with toxic fumes, dangerous chemicals, and any other hazardous substances.
As applicable, oversee the investigations into workplace injuries, accidents or occupational illnesses to determine cause and corrective actions.
Direct and review the investigation of incidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, law suits, and insurance investigations.
Compile and submit incident reports required by Company, customers and regulatory agencies.
Devise, supervise, and coordinate training programs or media which will increase proficiency in HS&E practices and promote safety consciousness.
Prepare and arrange HSE exhibits and material for display, promotional work, industry conferences and exhibitions.
Evaluate HSE staff’s performance and the effectiveness of training programs; providing appropriately effective feedback and/or recommendations for improvement.
Represent the organization in community or industry HS&E groups and programs.
Maintain safety and environmental files and records.
Adhere to all Company policies and procedures.

• Promote HSE achievement and performance throughout Parker Drilling. • Ensure that HSE goals, objectives, policies, processes, procedures, and systems on HSE are established, implemented, and maintained. • Communicate openly and effectively with other business partners, Geomarket personnel, and the Executive Leadership Team about HSE opportunities and obstacles. • Monitor Parker Drilling Enterprise HSE performance and focus HSE efforts on proactive measures and KPls relevant to produce statistical reports supporting global HSE objectives. • Support and advise internal and external customers on HSE Management System initiatives. • Liaise with customer's HSE Managers and Auditors to ensure the execution of corrective actions in compliance with customer's specifications. Thoroughly investigate customer complaints related to HSE and assist business units in resolving issues. • Support OIS to ensure that HSE IMS documents are reviewed at planned intervals to guarantee their continuing suitability, adequacy, understanding, and effectiveness. • Prepare HSE documentation, including incident reports, Root Cause Analysis, corrective actions, HSE Self-Assessments, IMS HSE Audits, and Assessments, for OIS to analyze and identify trends. • Assist in the development, publishing, and release of HSE communications, material, and exhibits for internal and external use, as required. • Identify relevant HSE-related training needs and work with the Technical Training Department to ensure new employees are appropriately trained. Provide follow-up training to employees as necessary. • Develop, train and manage the HSE staff by establishing goals, priorities and assessing competencies, monitoring performance, and conducting performance development/salary reviews. • Develop and provide HSE Incident Investigator training. Review all Company HSE Incident Investigations. • Work with procurement staff to establish and enforce HSE requirements for external suppliers to comply with Parker Drilling HSE requirements. • Serve as a trained IMS Auditor and Assessor for HSE and ORM programs. • Manage the HSE Corrective/Preventive Action Report (CPAR) process. • Performs additional duties, responsibilities, and special projects as may be directed
Necessary qualifications, skills and abilities

Bachelor’s degree preferred
Should have at least 10 years of work experience in HSE and experience in supervising others.
Must have and maintain current Safety Professional certifications to include OHST, ASP, CSP, IH, etc.
Must possess direct knowledge of land and offshore drilling operations and API Codes for drilling operations.
Must understand, interpret and implement applicable regulations within regulatory jurisdiction.
Must be able to understand and work mathematical equations.
Capacity to work effectively under pressure in ambiguous and complex situations.
Ability to work independently with multiple people at many levels and work as part of a team.
Professional relationship and interpersonal skills with strong customer service attitude.
Excellent time management skills to prioritize and manage multiple requests from various avenues, and the ability to change direction in response to fluctuating circumstances.
Must be able to problem solve.
Must be a self-motivator and work without close supervision.
Must be able to prioritize jobs and work under tight time constraints.
Must have excellent computer skills (preferably Microsoft Word®, Excel®, Access®, PowerPoint® and Publisher® software).
Must have good written and verbal communication skills and able to effectively communicate with staff, management, customers and vendors. Being multi-lingual is preferred.
