SUMMARY: Under the overall guidance and direction of the Vice President, Special Projects, the incumbent provides leadership and oversight for WFEC's Regional Market Planning department and workflow. The incumbent evaluates load, plant generation data, market forecasts, contract pricing, and margins to execute and evaluate trades through WFEC's marketing agent, ACES, in the Southwest Power Pool (SPP) marketplace. Within the rules and protocols of the SPP market, the incumbent designs and adapts WFEC market strategies, policies, and procedures to maximize utilization of the WFEC generation portfolio, through the SPP Real Time Balancing, Integrated, and Congestion Hedging Markets. The incumbent directs staff to audit and analyze ACES trades and market performance, to collaboratively modify bid and offer strategies to reduce cost to WFEC members, while maximizing the benefits of operating WFEC owned contracts and generating assets. The incumbent tends WFEC's relationships with SPP and the Southwestern Power Administration (SPA) by participating in stakeholder processes and recommending direction, procedures and initiatives that improve these relationships, and support the Cooperative's financial goals.
SUPERVISORY RESPONSIBILITES: Regional Market Planning Staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Manages, trains, and mentors all department staff and their activities to foster their development to support performance, department, and corporate goals. Serves as a departmental delegate between the SPP and WFEC, enhancing relationships, while obtaining information that can be utilized for company planning and strategy. Directs staff to maintain market registration requirements, adherence to SPP rules and market protocols, interface with the SPP Market Monitor, and continually assess regional transmission tariff changes. Ensures WFEC is operating within SPP compliance regarding the Open Access Transmission Tariff (OATT) and the SPP Integrated Marketplace. Designs and adapts WFEC market strategies, policies, and procedures to optimize utilization of the WFEC generation portfolio components and commodities through SPP Real Time Balancing, Integrated, and Congestion Hedging Markets. Executes and evaluates trades through WFEC's marketing agent, ACES; directing staff to audit and analyze ACES transactions and market performance, to collaboratively modify bid and offer strategies to maximize portfolio optimization, and the benefits of operating WFEC owned contracts and generating assets. Gathers and reconciles the operational needs of WFEC power plants with daily load information and ACES automated load and wind forecasts to agree upon the daily forecast used in the SPP integrated market, while protecting Cooperative assets, and minimizing cost to member owner loads. Evaluates costs relating to positive and negative margins on portfolio performance using incremental and average heat rates of each generator and purchased power agreement in a portfolio SPP unit commitment environment. Examines and administers purchased power contracts recommended for scheduling/offering by ACES in the SPP markets. Reviews contract terms and metered volumes on invoices for SPP market transactions, behind the meter purchased power contracts, and non-SPP cleared transactions. Monitors the New Mexico Cooperative Member's transition to WFEC power supply and invoices non tariffed sales transactions including pass through invoicing of behind the meter purchased power agreements, PURPA type purchased power agreements, and energy provided per transition agreements. Forecasts and analyzes hourly load, behind the meter generation, interruptible load curtailments, and ACES marketing models to plan the fuel and purchased power budget. Collaborates with other departments to ensure WFEC needs are met regarding all fuel source needs and associated costs. Maintains WFEC presence in SPP stakeholder process specifically including, but not limited to, the Market Working Group (MWG) and Transmission Tariff Working Group (TTWG) organizational meetings and activities, as well as in the SPP WFEC support group. Disseminates written reports and applicable communications concerning group activities. Monitors long-term contract position with the Southwestern Power Administration (SPA) by maintaining a presence at SWPA/SPRA customer advisory group meetings. Maintains an advanced working knowledge of various regulatory requirements associated with areas of responsibility and works to ensure WFEC compliance. Aids other departments in gathering information, understanding, and factoring operational constraints for integrated marketplaces and strategies. Promotes and provide interdepartmental communication and leadership. Ensures WFEC maintains efficient regulation alignment through evaluation and review, providing correction recommendations for any areas identified as needing improvement. Designs and presents various levels of information and strategic data to WFEC Senior Management, member managers and staff, Board of Trustee Committees, and the Board of Trustees.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required.
Education and/or Experience: A Bachelor's degree in Business, Engineering, Law, Analytics, Math, or a related field, and ten (10) years of relatable experience is required. Experience as a supervisor is preferred. Directly related experience may be substituted for education at the rate of two (2) years of experience for one (1) year of education. The following experience is preferred: Regional Transmission Organization (RTO) energy markets; and associated financial settlement processes; knowledge of principles and practices applicable to the operation of electric power markets; the operation of multi-utility electric transmission grids; strong analytical and organizational skills; knowledge of applicable governmental regulations, including Rural Utility Service procedures.
Language Skills: Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to inquiries or complaints from customers, regulatory agencies, contractors, or members of the business community. Ability to effectively present information to the Senior Management team, and Board of Trustees.

CERTIFICATES, LICENSES, REGISTRATIONS: This job requires a current driver's license.
WORK SCHEDULE REQUIREMENTS: Normally works a daytime weekly schedule but may be required to work extended hours as required. Travel on short notice and for extended time at work sites or other locations may be required. Frequent overnight travel to participate in work group meetings will be required.
