Analyst - Public Utilities
Anticipated Starting Salary Range: $48,035 - $75,000 Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission's ("SCC" or "Commission") Division of Public Utility Regulation ("PUR") seeks an Analyst interested in a rewarding public service career.  The Division of PUR provides support to the Commission in its regulation of Virginia's investor-owned electric, natural gas, water and sewer utilities, member-owned electric cooperatives, and the telecommunications industry.  The selected candidate for this position will investigate electric and gas utility proposals for rate increases, certificates of public convenience and necessity, integrated resource plans, demand side management and energy efficiency programs, and renewable portfolio standard plans. The Analyst will conduct jurisdictional and class cost of service studies of utility rate proposals; design rates for each rate class to recover the revenue requirement; perform statistical analysis of utility proposals; and document findings of investigations in pre-filed written testimony and reports.  Once fully trained and dependent upon scheduled caseloads, the Analyst will have the opportunity to defend their findings at evidentiary Commission hearings as an expert witness. This position offers a flexible hybrid work schedule (telework and in-office), on-the-job training, a variety of professional development and training opportunities, and career growth.

Qualifications

Preferred qualifications for this position include some experience in financial or economic analysis.  Professional experience in utility cost of service studies, cost-benefit analysis, linear regression/statistical analysis, and knowledge of PJM energy and capacity markets is highly desirable but not required.  Without related experience, a minimum requirement for this position is a bachelor's degree in Economics, Engineering, Business Administration, Finance, or a related field.  Proficiency in Microsoft Word and Excel is required. The ability to pay close attention to detail; organize and analyze information to make sound recommendations; and to effectively prepare and present oral testimony in a court proceeding is essential.  Applicants must have strong verbal and written communication skills and the ability to communicate technical information clearly and concisely to both technical and non-technical audiences.   The ability to maintain effective working relationships with the representatives of utility companies, SCC staff, and the general public is required.

This position is classified in the SCC Salary Structure as a Grade P-7, P-9 or P-11 depending on the selected candidate's qualifications and experience and will be classified as either non-exempt or exempt from the provisions of the Fair Labor Standards Act (FLSA).
