This position may be under filled at the Code Enforcement Inspector II level, grade 18. Salary: $50,250 - $81,770 or the Code Enforcement Inspector I level, Grade 17. Salary: $48,120 - $78,103. There is a non-competitive promotion opportunity to a Code Enforcement Inspector III level, Grade 20. Salary: $54,930 - $89,653.

DEP is seeking to fill a Code Enforcement Inspector III position in the Environmental Compliance Group of the Energy, Climate and Compliance Division. The individual will enforce Chapter 48 (disposable food service products and packaging) and Chapter 52 (disposable carryout bags) of the Montgomery County Code with emphasis on identifying all businesses subject to the enforcement and developing and implementing strategies and processes for increasing compliance with the above laws. The employee will conduct surveillance activities, field inspections/investigations, and respond to service calls as well as assist citizens and businesses with compliance of the laws.
Duties include, but are not limited to:
Conducting investigations into allegations of improper use of the banned materials and taxing of disposable bags.
Applying new or existing strategies to increase compliance with the disposable food service products and packaging requirements under Chapter 48 and tax remittance for disposable carryout bags under Chapter 52 of the Montgomery County Code.
Providing assistance and information to residents, businesses and others by explaining law/program, violation issues, and compliance standards.
Issuing Notices of Violation (NOV) and/or citations when appropriate.
Writing reports documenting inspections, investigations and enforcement actions; drafting correspondence to all concerned parties as necessary. Documenting all investigative actions in the case management database
Preparing and reviewing documentation of cases being prosecuted and testifying in court.
Reviewing, drafting and revising DEP's outreach materials related to the enforcement of these two laws for distribution to the general public.
The ideal candidate will have considerable experience with investigative and enforcement techniques as well as a general knowledge of County laws and regulations pertaining to disposable food packaging and the bag law. The successful candidate should have demonstrated ability to effectively communicate orally and in writing, as well as, handle communications and negotiations with tact, resourcefulness, and good judgement, even in confrontational situations.
Work is performed indoors and outdoors in all weather conditions and involves exposure to the elements. The work requires long periods of driving, standing, walking, standing, climbing, stooping, regular lifting of objects that weigh up to 20 pounds, occasional lifting of objects that weigh up to 50 pounds and the application of equivalent forces in pushing, pulling, etc.
This position requires possession of a valid driver's license and the ability to drive a County vehicle in order to transport work equipment, which may be located at various sites throughout Montgomery County, as well as to conduct site visits for field investigations and inspections, and to perform other work at locations outside the office.
Occasional weekend and/or evening work may be required.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
If filled at CODE ENFORCEMENT INSPECTOR III level: Experience: Four (4) years in code enforcement and/or law enforcement work, or enforcement work directly related to environmental programs/areas.
If filled at CODE ENFORCEMENT INSPECTOR II level: Experience: Three (3) years in code enforcement and/or law enforcement work, or enforcement work directly related to environmental programs/areas.
If filled at CODE ENFORCEMENT INSPECTOR I level: Experience: Two (2) years in code enforcement and/or law enforcement work, or enforcement work directly related to environmental programs/areas.
ALL AREAS: Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland. Equivalency: An equivalent combination of education and experience may be substituted. License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
