Under the direction of the Chief Business Official or designee, plan, organize, direct, administer, review and evaluate District-wide facilities, maintenance, operations and services encompassing facilities planning, construction and maintenance, hazardous materials management, energy management, property management, architectural services, custodial and grounds maintenance, and general operational services. Exercise independent authority within the scope of responsibilities. Supervisory scope of the assignment includes appropriate staff working in facilities, maintenance, and operations. Acts as liaison with other District department directors and various city, county, state and federal agencies in relation to the Facilities, Maintenance and operations activities at the District.
Responsibilities include, but are not limited to, the following:
Design and manage an organizational structure that positions the District to optimize capital resources and maintenance personnel.
Develop and implement strategic and long-range plans for facilities, operations, and preventative maintenance plans. Develop and implement standards, plans and procedures for areas such as staffing, scheduling, training, inventory, delivery of services, troubleshooting and compliance.
Analyze the scope, plans and budgets of District projects to ensure that they are adequately funded and funding sources are maximized.
Design and implement performance standards for facilities improvement; analyze relative data to ensure the integrity and longevity of District facilities; oversee specialized maintenance projects.
Provide overall leadership and management; recommend selection, retention, transfer and termination of department personnel.
Organize and meet with staff to plan, develop and implement effective programs/support services in assigned areas of responsibilities.
Prepare reports and review the preparation of agenda items that relate to the facilities, maintenance, operations departments; administer the District facilities budget in conjunction with business support and general services and external relations.
Evaluate records and report systems and make or recommend improvements.
Attend and chair District-wide committees, task forces and meetings, as required; represent the District at local, state or national meetings and serve as District representative on related committees and commissions, as appropriate.
Apply for and coordinate construction funding and grants.
Coordinate construction in cooperation with architect and assigned District staff.
Lead and coordinate all District construction projects including overseeing the selection of architect/engineers and the construction of projects, consultants, inspectors and necessary state agencies.
Supervise general safety and health programs mandated by CAL/OSHA and the EPA.
Make periodic and final inspections of work performed by staff and contractors to ensure that District and governmental standards and safety requirements are met.
Plan, organize and execute projects, analyze problems, develop sound problemsolving models and arrive at efficient solutions to problems.
Analyze and prioritize District and departmental needs, projecting analyses for both short and long range planning.
Accept and carry out responsibility for direction, control and planning.
Organize, direct and evaluate the work of staff and outside consultants/contractors.
Train and supervise assigned personnel.
Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of the community, District staff, students and external relations.
Perform other duties as requested that support the overall objective of the position.
Knowledge and Skills
Advanced principles, methods and practices of school planning, organization and direction of custodial operations and facilities planning, and maintenance services.
Policies, practices and procedures pertaining to the maintenance, repair, and operation of building complexes, appurtenances and grounds including asbestos abatement and hazardous materials procedures.

Education and Experience
Bachelor's degree in business administration and/or construction management; and five years of increasingly responsible experience in trades/construction or project management, including at least two years in a supervisory capacity, are required. Experience in a related field above the five-year requirement may be substituted for years of educational experience on a two-year experience equals one-year of education basis.
Licenses and Certificates
Possession of a valid California driver's license and proof of insurance are required.
Working Conditions
Office environment; subject to driving a vehicle to conduct work; subject to frequent visits to various school sites within District; occasional travel on District related business; variable hours.
Hazards
None identified, however, employee may be required to wear a hard hat, protective goggles, etc. when visiting or inspecting certain District facilities under construction, certain environments, etc.
