The Rate and Business Consultant will provide regulatory, rate, operational and managerial consulting services to CFC member systems consistent with applicable state commission and/or Federal Energy Regulatory Commission (FERC) requirements.
As a Rate and Business Consultant, you will: • Provide CFC members with regulatory consulting services at the federal and state level. • Monitor and conducts analysis of evolving industry, regulatory and technology short and long term trends and developments and their impacts on the electric utility industry and electric cooperatives. • Prepare industry updates, whitepapers and publications for internal and external dissemination. • Become a resources of industry intelligence and work closely with industry partners on industry and technology analysis. • Conduct cost of service studies used in the development of traditional rate design, as well as specialty rates to include residential demand, EV, time-of-use, interruptible, and demand side management for CFC members.Prepare recommendations for board policy decisions. • Research, analyze and assess industry trends, events, and emerging issues. • Prepare competent expert testimony to advocate for the members’ and/or CFC’s positions. • Partner with CFC’s training group to develop and present educational programs on technical issues.
To be successful, you will need: • Bachelor’s degree in finance, accounting, economics, engineering, or related field. • MBA or other related advanced degree or certification(s) preferred. • 5 years of experience in electric utility industry. • Frequent overnight travel. • Strong technical writing and presentation skills. • Advanced analytical, financial modeling and research and analysis skills. • Detail-oriented and ability to consistently deliver work of high quality and free of errors. • Ability to develop cost of serve and rate studies. • Ability to design and present training material. • Understanding of the principles of ratemaking at retail and wholesale levels. • Experience in Excel spreadsheet modeling. • Knowledge of Tableau & Power BI analytical and database management tools. • Statistical and econometric modeling/simulation knowledge.
