Responsible for the overall site operation, maintenance, efficiency, reliability, and compliance with safety and environmental standards.
Essential Functions
Monitor and enforce a safe work environment and participates in the development of procedures that support consistent and safe operations.
Direct responsibility for developing and managing site O&M budgets.
Make decision typically related to resources, project approach, and tactical operations.
Oversee and review large-scale projects, a closely related set of projects and initiatives involving own and possibly related functional areas.
Ensure compliance with Division and Corporate Policy.
Monitor plant performance, investigate, and correct any abnormal conditions.
Ensure Local Union bargaining Agreement is properly adhered to and enforced.
Receive assignments in the form of objectives and determines tactical approach, resources, schedules and goals.
Work within general guidelines; applies advanced technical knowledge to solve moderately complex problems for a function.
Responsible for performance reviews, promotional decisions, and pay actions for support and professional levels.
Create and support an organizational culture that encourages and rewards employee involvement, innovative thinking, and adaptation to change, responsible risk taking, customer focus, and continuous improvement.
Responsible for development and revision of formal plant processes including procedures, plans and checklists to comply with Division and Corporate Policy.
Plan and manage the hiring and training of all plant personnel.
Responsible for setting up and maintaining successful communication networks with employees, partners, customers and Chugach corporate staff.

Relationships
Internal
VP, Power Production: Reports to, receives guidance, direction, and decisions. Coordinates work and use of resources. Keeps fully informed on operation status and any problems encountered or anticipated. Assumes duties as assigned.
Maintenance Manager, SPP: Works closely to ensure plant maintenance activities are prioritized, well-coordinated, efficiently and safely completed. Orchestrates efficient operations support for energy isolation, equipment line-up, testing and start-up. Assumes duties as assigned.
Operations Manager, SPP: Works closely to ensure plant maintenance activities are prioritized, well-coordinated, efficiently and safely completed. Orchestrates efficient operations support for energy isolation, equipment line-up, testing and start-up. Assumes duties as assigned.
Technical Services Group, Power Supply: Supports maintenance planning. Provides plant operational data as requested. Works closely to perform root causes analysis and provide long-term solutions.
External
Bargaining Unit Representatives
Federal, State and Local Permitting Agencies: Obtains in a timely manner, construction permits, licenses or agreements necessary to perform construction work and operate facilitation in compliance.
Equipment Insurance Inspectors and Underwriters: Provides technical assistance with respect to safety and equipment reliability improvements.
Consultants: Obtains required plans, specifications, and other technical support.
Contractors: Coordinates all contract activities with relevant Chugach entities.
Competencies
Must have a working knowledge of mechanical and electrical systems and components.
Knowledge of gas turbines, steam turbines, and power generation systems.
Must be knowledgeable in boiler water chemistry.
Must be able to establish and administer programs of plant maintenance, operations, and safety, planning, scheduling and budgeting.
Must be able to accept responsibility for own and subordinates activities and actions.
Ability to train and coach personnel.
Supervisory Responsibility
This position has the supervisory responsibility for the Maintenance Manager and Operations Manager.This position directs Craft Personnel.
Work Environment
Required to work hours in excess of a normal workday. This will include infrequent periods of around the clock work during periods of emergencies and equipment testing. Will be required to work in areas of high noise levels, as well as occasional periods of work in extreme high or low temperatures. Occasionally must travel by aircraft and car to and from other company plant sites in all weather.
Minimum Qualifications and Experience
Education
Bachelor's degree in electrical or mechanical engineering, required. Registered Professional Engineer, State of Alaska, preferred.
Experience
Ten (10) years' experience in power generation with emphasis on supervision and personal management, required. Experience in gas and steam turbine, generators, boilers, water chemistry, controls, industrial maintenance, project management, required.
