ESSENTIAL FUNCTIONS AND RESPONSIBILITIES - Produces maps, tables, reports, and web services using specialized Esri and other related software.
- Create, analyze, query, convert, or transfer spatial data, using specialized Esri and other related software.
- Responsible for assisting in the deployment of mobile GIS/GPS (Global Positioning Systems) applications on Windows and iOS platforms
- Provides technical support to end users regarding the maintenance, development, or operation of GIS databases, equipment, or applications.
- Leads the GIS team in the implementation of software upgrades for GIS applications.
- Sets standards, maintains and develops enterprise web services (GIS map services) that enable internal customers to visualize Tri-State spatial data.
- Leads in GIS data modeling and design, including working with the GIS Manager and GIS Developer to create logical data structures for GIS applications.
- Works with the GIS Developer in the design of GIS application customization and Python code deployment to promote efficiencies in GIS processes.
- Provides internal customer support for GIS applications.
- Creates documentation for GIS applications, procedures, and workflows.
- Prepares project status reports for management.
- Maintains and promotes an awareness of current technology trends and methodologies related to spatial analysis, system and database design.
- The Senior GIS Analyst plays a lead role in larger scale GIS projects which will include coordination with other disciplines within the organization such as IT, Engineering, Maintenance, Metering, Land Rights and Permitting, Environmental and more.
- The Senior GIS Analyst plays a lead role in the development of a technology strategy and roadmap that fulfill the changing GIS needs of the organization.
- The Senior GIS Analyst acts as a mentor and helps develop the skillsets of other GIS analysts on the team.
- Along with the GIS Manager and GIS Developer, the Senior GIS Analyst plays a lead role in the overall maintenance of the GIS ecosystem at Tri-State. This includes responsibilities such as SDE database administration, developing and maintaining the GIS database schema, maintaining end user accounts, python script and SQL query development and deployment, software troubleshooting, and developing automated processes to increase the efficiency of GIS data dissemination.
- Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
- Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

REQUIRED JOB QUALIFICATIONS Education and Training - Bachelor's degree or higher in Geographic Information Systems (GIS), Geosciences, Geography or related area of study or equivalent combination of education and/or experience.
Knowledge, Skills, and Ability: - Advanced knowledge of Esri ArcGIS technologies such as ArcGIS Desktop, ArcGIS Server, ArcSDE and ArcGIS Portal and ArcGIS Online, as well as associated application and scripting development technologies including ArcObjects, SQL, and Python.
- Advanced knowledge of specific spatial data processing and analysis such as COGO, FME modeling, or raster data processing
- Familiar with recent global map viewer technologies such as Google Earth, Microsoft BING Maps, and OpenStreetMap.
- Ability to guide field personnel (remotely or in-person) through to the resolution of a variety of GIS user issues.
- Advanced knowledge ArcSDE Administration
- Experience with implementing enterprise database design concepts
- Experience in technology project and program management
Experience: - Eight (8) years or more of professional experience utilizing Esri GIS in the energy industry or other infrastructure related industries such as environmental permitting and remediation, engineering, aviation, survey or transportation, etc.
Other: - Willingness to travel, as required. (Must possess a valid driver's license.)
- Must be able to demonstrate that he/she can perform all of the essential functions of the position.
DESIRED JOB QUALIFICATIONS - GIS experience at an electric utility
- Experience implementing large-scale GIS projects involving multiple disciplines
- Private sector GIS consulting experience
- Masters degree in Geographic Information Systems (GIS), Geosciences, Geography or related area of study or equivalent combination of education and/or experience.
- GISP, PMP, or other relevant certification
