The Workforce Manager is responsible for coordinating needs assessment, development, delivery, and evaluation of workforce development projects and programs, which may include courses, programs, contracts, conferences and/or related to the specific discipline(s) assigned. The manager is also responsible for cultivating mutually beneficial relationships with businesses, government agencies, and professional associations, in support of the association’s programs.
This position reports to the Vice President, Workforce Development.

Essential Functions:

Manager of Partnerships, Programs, and Projects
Collaborate with community college academic and non-credit (workforce) coordinators to include association course and programs for cross-listing, inclusion in stackable credentials, and promote transfer opportunities, internships, apprenticeships, and employment opportunities for association member employees.
Support assessments of states mandated reviews for association intellectual property for preparation to higher education commissions and state education review boards, in partnership with community colleges.
Collaborate with community college faculty, department chair, program director and/or external partners to integrate business courses and programs for workforce development continuing education unit – credits.
Manage all aspects of partnership engagements with local area ONE STOPs (workforce boards), chambers of commerce, American Job Centers, Job Corps, and local and regional workforce nongovernment organizations.
Manage all aspects of the delivery of a program or project, whether open to the public or offered by contract to a business, government agency or professional association.
Develop programs in compliance with national, state, and local laws and/or licensing and certification requirements as appropriate.
Collaborate with association members on the design and delivery of their incumbent worker training with area community colleges.
Coordinate the identification, selection, and procurement of course materials, including Open Educational Resources (OERs), textbooks, or other materials.
Coordinate workforce initiatives, projects and plans with internal and external association staff.
Recommend pricing for associations’ directly delivered certifications, courses, and programs.
Conduct searches for federal, state, and private workforce grant opportunities, coordinate writing and submission of grant applications.
Workforce Partnership Support
Support the recruitment and advisement of employers and prospective employers on career choices and appropriate course selection for employee professional development.
Respond as appropriate to employer needs and requests for workforce advice and guidance.
Assist in other association departments, division and area efforts or special projects when needed.
Serve as needed on association committees, roundtables, workgroups, and project teams.
Recommend and report on agenda items for department and area meetings.
Marketing
Collaborate with the Content and Marketing team to support the development and implementation of marketing strategies, marketing materials, and promotional activities to support and grow programs.
External Collaboration
Network with community colleges and the general community to accomplish workforce objectives.
Cultivate and maintain mutually beneficial relationships with businesses, professional associations, community groups, and credentialing agencies to assess needs and maintain compliance.
Promote the association’s capabilities and services to business, government, and professional communities for the purpose of soliciting (potential) contracts, engagement, and good will and to increase their overall knowledge of Argentum.
Data and Assessment
Participate in program reviews and contribute to other assessment efforts as needed.
Collaborate with internal teams to collect and monitor program data (enrollment, retention, and completion), including training satisfaction data.
Use data to identify and act upon strengths, areas of concern, and potential workforce growth areas.
Maintain accurate records of issues, challenges, and resolutions concerning workforce projects and programs.

Qualifications:
Bachelor’s degree in a field related to one of the disciplines to be coordinated or experience in lieu of degree will be considered. The desired candidate should possess a minimum of five years of professional experience in workforce development, higher education, or in one of the fields to be coordinated.

This is a full-time position. Days and work hours are Monday through Friday during core flexible work hours. Argentum has a hybrid schedule of both in-office and telework. Up to 10% travel is expected. Argentum requires all employees to be vaccinated against COVID-19.
