The Public Advocates Office is seeking a Program Manager to join its Communications and Water Policy (CWP) Branch.
Under the direction of the Public Advocates Office Deputy Director, Water and Communications Policy, the incumbent is responsible for managing, supervising, planning, and coordinating all activities of the CWP Branch. This senior leadership position directs and guides the Division’s analyses and advocacy on complex and major regulatory, policy issues related to communications, including broadband, voice, universal service, public purpose programs, and mergers and acquisitions. The CWP Branch provides additional support to the Division's Water Branch by performing analysis of water-related issues. Finally, the CWP Branch supports the spatial analysis (Geographic Information Systems) needs of other branches in the Division. The Program Manager is responsible for overall program planning, managing the performance and supervising the work of CWP’s program and project supervisors and staff, controlling the quality of work performed by the Branch, and coordinating with other Cal Advocates branches. This position is responsible for overseeing staff assignments and workload, the preparation of reports, briefs, testimony and formal pleadings; ensuring work product quality; advising Cal Advocates senior management on complex and controversial policy issues; addressing staff development and performance, including training, personnel selection, and personnel actions; representing Cal Advocates in legislative and ex parte activities, and responding to press inquiries; and, performing administrative duties, such as budget oversight and planning, contract management, website content.
