Job Purpose

Engineer/Mechanical Engineer serves as the College of Charleston’s Facilities Management department mechanical engineer to provide expertise for issues involving the campus building and infrastructure mechanical systems and equipment. Supports all departments in the Facilities Management division as needed to ensure campus building and utility mechanical systems perform effectively and efficiently. Applies engineering skills to modify or develop standards, methods and procedures to fit the needs of the College of Charleston. Continually evaluate mechanical engineering problems and recommend effective corrective action. Responsible for providing recommendations in the development of a mechanical system capital renewal program including participation and oversite of building audits and inspections. Provide recommendations in design of campus building automation system and mechanical system sequence of operation. Oversee coordinating mechanical construction and renovation of existing and new facilities. Develops standards for equipment specifications, drawings commissioning specific to the needs of the College of Charleston. Review all projects with Mechanical scope of work for compliance with these requirements.

Minimum Requirements

Bachelor’s degree in Mechanical Engineering and a minimum of 3 years work experience in HVAC and mid-level mechanical engineering required. Master’s degree preferred. CEFP preferred. LEED Accreditation preferred. Experience with facility contract administration related to A & E and/or public arenas (Federal, State, County agencies) preferred.

Must be knowledgeable of all mechanical codes, OSHA safety requirements/regulations and work practices relevant to mechanical fields.

Must have valid SC driver’s license as the employee will be required to drive state vehicles to transport equipment &/or personnel as needed.

Experience in utilizing on-line work order systems is a plus. Skill with electronic devices such as iPhone and iPad is preferred. Must be able to follow oral & written instructions.

Required Knowledge, Skills and Abilities

Ability to establish & maintain effective working relationships with high-ranking college officials, department heads, general work force, A & E, contractors, & other persons directly involved with projects. Must have knowledge of principals of building design, construction & materials necessary to repair & maintain College facilities. Must have knowledge of planning techniques, estimating costs & scheduling of assets to meet deadlines. Ability to prepare & present comprehensive reports or plans pertaining to an effective long-range maintenance & repair program for the College. Must be proficient in MS Word & Excel, Acrobat PDF. AutoCAD proficiency preferred.

Must be able to follow oral & written instructions. All employees at the College are expected to perform their jobs in a safe manner in accordance with best safety practices as prescribed by their department, the Office of Environmental Health and Safety, and the Occupational Health and Safety Administration training as provided by Facilities Management at the College of Charleston.

Additional Comments Regarding Position

Must be able to perform duties as described and work both indoors and outdoors in all types of weather. Must be able to work in close quarters, climb ladders/stairs, enter/exit hatches, & work on rooftops. Must be able to work in areas of excessive heat/cold. May be required to work overtime & call back work after normal working hours & on weekends as needed. May be required to be on campus prior to & immediately following all emergencies such as hurricanes, floods, snow/ice storms, etc.

Job Duties

Activity

1. Works closely with the Director of Utility Services, Campus Energy Engineer, Campus Architect, Director of Facilities Operations, HVAC Shop Supervisor, Plumbing Shop Supervisor, Deputy Director of Utility Plant Operations and other shops as necessary on building and utility mechanical issues affecting the campus. Performs mechanical engineering duties throughout the college campus and in various college buildings, residence halls, historic homes, office buildings and large facilities. Responds to assigned work orders with a sense of urgency and ensures appropriate and timely resolution.

Serves as department mechanical engineer to provide expertise, as needed, in issues involving the campus mechanical systems and equipment. Responsible for managing the campus mechanical systems and equipment deferred capital renewal program, as well as minor and major mechanical projects. Assists with building audits and identification of renewal needs. Designs and specifies building mechanical systems and utility systems along with related equipment.

Responsible for reviewing and refining design, construction, and renovation practices that promote energy efficiency, code compliance, environmental sustainability, and ease of maintenance.

Serves as mechanical systems subject expert and be a resource for Facility Operations shop staff regarding the campus HVAC mechanical systems and building automation system (BAS) . Acts as a resource and point of contact to the campus controls contractor and other mechanical contractors for the HVAC Shop Supervisor on HVAC system and control issues. Works with the campus energy engineer to develop and implement a building energy improvement strategy to optimize building performance and promote energy efficiency.

Responsible for auditing building mechanical systems to determine they are performing effectively and efficiently. Building mechanical systems include but are not limited to cooling systems, heating systems, dehumidification systems, ventilation systems, building HVAC controls, air and water distribution systems, and building plumbing systems. Analyzes HVAC systems and equipment when necessary to find inefficiencies or malfunctions and create solutions to optimize performance and increase the efficiency of operation. Designs testing procedures and control equipment to accurately assess products and identify areas that require modification and further testing. Communicates directly with customers to understand their operational environments in order to evaluate cost, feasibility, and implementation of new and existing HVAC equipment. Ensures that all building mechanical and plumbing services meet health and safety requirements and environmental legislation.

2. Provides mechanical project management services for facilities planning, construction and renovation projects. Coordinates and manages facilities construction and renovation for the College’s plant engineering and facility management programs including the preparation of cost estimates, project specifications and plans.

Plans and organizes work activities, schedules assets and prioritizes task completion to meet established deadlines, budget and goals for mechanical construction and renovation projects. This includes utilizing RS Means and Microsoft Excel (or other applicable resources) to prepare and monitor preliminary and detailed cost estimates for budgets. This also includes bid coordination and solicitation; consultant and contractor coordination and communication; Office of the State Engineer (OSE) document preparation and review; procurement and installation oversight of all project specifications; punch list development and enforcement; and project closeout.

Coordinates with consulting engineers who design and specify building and utility mechanical systems. Reviews and critiques mechanical design drawings and specifications for new and renovated buildings. Inspects mechanical construction and renovation projects to determine conformance with plans, specifications, applicable codes and regulations, schedules, established deadlines and budgets.

Coordinates and conducts meetings involving architects, engineers, contractors, state officials, and College administrative personnel for the purpose of scheduling, planning and resolution of conflicts on construction and renovation projects. Accurately and promptly provides information required by project architects and engineers. Represents the College as supervisor of consultants, work crews and contractors.

Maintains project files and accomplishes the necessary correspondence to effectively coordinate with OSE, College administration, contractors, architects, and consultants.

Assists Finance Manager with all project related financial information (quotations, bid documents, purchase orders, invoices, and payments) regarding consultant, contractor and project related goods/services procurements. Makes recommendations including approval of change orders and progress payments to supervisor, project architect/engineer, and Finance Manager.
