We are currently seeking a Safety & Loss Control Specialist. This is a shared position between The Energy Cooperative and Guernsey-Muskingum Electric Cooperative. Under the direction of The Energy Cooperative Safety Manager, an individual in this position plans, develops and executes safety programs and training for all electric cooperative employees. Time will be shared evenly between each cooperative location to educate employees on accident prevention, safety procedures, industry hazards, loss control, and the public concerning industry safety and environmental hazards.
Nature and Scope of Position (Essential Duties and Responsibilities):
Support and incorporate the Cooperatives’ Mission, Vision and Values in professional behavior and decisions.
Comply with all Cooperative policies, procedures, goals and objectives and meet attendance and punctuality guidelines.
Conduct orientation training for all new employees in safety policies, procedures, and regulations and ensure that the required safety training is completed.
Perform field audit and crew inspection visits during and after normal business hours to identify conditions that could result in accidents and financial losses for the Cooperative.
Inspect warehouses, offices, storage yards and substations to ensure they are maintained in a safe and orderly manner.
Monitor existing safety policies, programs, and procedures and make necessary recommendations for changes, when necessary. Assist with Emergency Action Plan and Crisis /Disaster Recovery Plan, when requested.
Develop and present safety meeting content and various training programs. Conduct regularly scheduled safety meetings and train a safe and compliant workforce that is knowledgeable and proficient with industry safety standards and regulatory requirements. Facilitate weekly Safe Talk meetings.
Active participant in Ohio’s Electric Cooperative (OEC) Safety Association. Work with OEC Safety and Loss Control staff to schedule safety meetings, COLD visits and training courses. Serve as point person for RESAP and assist in the development of Safety Improvement Plans. Coordinate and accompany Federated safety consultant on site visits and participate in annual review meetings.
Work to enhance overall safety culture in such a manner that all employees are involved and motivated to adopt the behaviors that enable personnel to want to work safely and efficiently. Plan and facilitate safety committee meetings.
Stay updated on EPA and other agency rules and laws and ensure Cooperative procedures and records are current regarding hazardous waste management.
Work with division managers to plan, coordinate and execute public safety, awareness and education programs, and ensure compliance with environmental concerns.
Plan for and conduct investigation of accidents and near miss incidents. Keep managers informed when more serious occurrences happen.
Implement programs and procedures to improve the cooperative’s incident rate, DART and vehicle rates.
Ensure paperwork and reporting requirements are completed in a timely and accurate manner.
Monitor and oversee the FR Clothing Program. Work with vendor to ensure adequate clothing is available. Assist employees with questions in this area.
Assist the operations department during extreme emergency outage situations which may involve working after normal business hours or holidays.
Maintain positive business relationships with organizations such as Ohio’s Electric Cooperatives, Ohio Environmental Protection Agency, Public Utilities Commission of Ohio, Local and National Safety Council, as well as other utility safety personnel and vendors and suppliers relating to the safety, compliance and training field.
Perform other related work in addition to other duties as may be assigned.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Experience and Education: Associate degree in a related field, a minimum of five years of progressive on-the-job field experience relevant to the electric industry required, or an equivalent combination of relevant education, experience and training. Diversified experience as a journeyman lineman in the electrical utility industry preferred. Working knowledge of DOT, FMCSA Regulations, RUS construction standards, National Electrical Safety Code, and OSHA regulations relating to the utility industry. Computer skills and a working knowledge of Microsoft office applications desired. Public speaking experience required.
Certificates, Licenses and Training: Must possess a valid Ohio Driver’s License and be insurable under the Cooperative’s Liability Policy to operate company-owned vehicles. Must be able to attend seminars, short courses, or any other required training and participate in industry trade association meetings and functions. Has the functional and technical knowledge and skills to do the job at a high level of accomplishment. Must have completed, or be willing to complete within three years, NRECA’s Safety and Loss Control Internship Program. Must have completed or be willing to complete within one year the OSHA 30-hour training.
Language and Interpersonal Skills: Strong oral and written communication skills with the ability to effectively communicate information and present oneself confidently and effectively to audiences of all levels. Is a good listener and actively engages in conversations to clearly understand others’ messages and intent. Is easy to approach and talk to and spends the extra effort to put others at ease.
Other Skills and Abilities: Displays high standards of ethical conduct and is widely trusted and viewed as a direct and truthful person. Effectively solves problems and has a realistic vision of the result. Requires minimal supervision. Utilizes various resources to stay educated about safety and regulatory areas in the utility industry. Pursues everything with energy, drive and a need to finish. Remains calm under pressure and does not become defensive or irritated when times are tough. Knows personal strengths, weaknesses, opportunities and limits and is open to criticism and is not defensive.
Physical Demands and Work Environment: The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to work in climate-controlled environment with minimal physical exertion. Travels to and from work sites and therefore must have the ability to work outside in adverse weather conditions and difficult terrain.
The physical demands of this position include frequent sitting, standing, walking, lifting and/or carrying, talking, hearing, visual ability and mental and emotional demands. The position requires travel to and from various job sites and office locations.
Must be available to work during non-working hours which include emergencies, outages, weekends and holidays.
