This position is responsible for developing and controlling expense and capital equipment budgets for the GIS Services department and all activities associated with the addition, deletion, or changes to all lighting accounts; maintenance of geographical boundaries of cities and townships for the purposes of franchise fee assignments; territorial agreements with adjacent utilities; and the field inventories and collection of GPS coordinates for all Cooperative facilities; the development and maintenance of integrated Geospatial Information System (GIS) database of spatial and non-spatial data; providing access to analyses and presentation of this data; maintaining the geospatial information system to ensure the electric, land and environmental data models are properly maintained so that system connectivity and facilities represent real-world situations.

Education
Minimum bachelor’s degree in computer science, computer engineering, cartography geographical information systems or related disciplines.
Preferred master’s degree in computer science, computer engineering, cartography, geographical information systems or related discipline
Job-related experience may be substituted for the required education on a year-for-year basis.
Experience
Minimum of ten (10) years progressively responsible experience in GIS and mapping applications of electrical distribution facilities.
Minimum of six (6) years in a management position supervising multiple individuals and functions.
Preferred experience or working knowledge of Smallworld, AutoCAD, or ArchInfo.
Preferred experience within an electric utility or related industry.

Strong knowledge of core GIS concepts, analysis, datums, and projections. Integration with other core business systems such as Outage, Design, SCADA, Work Management, Land Records, Customer Information Systems, Computer Aided Design Systems, modeling applications, and Electronic Document Management Systems.
Strong leadership and conflict management skills and ability to make and implement sound decisions; demonstrated organizational and prioritization skills and time management; detail oriented; strong analytical and process management skills; demonstrated change management aptitude and ability.
Strong knowledge of process documentation and process improvement methodologies.
English is the primary business language. Second language in Spanish is desirable.
Other Requirements
Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
Normal work hours shall be eight (8) hours between 8:00 am and 5:00 pm, Monday through Friday.

Supervision and Leadership
This position has responsibility for setting the direction for the Engineering Services department; effectively communicating the goals and expectations of the department to its members and how those goals inter-relate to the corporate goals; evaluate and develop the capabilities of team members; provide direction, coordination and evaluation of employees in the engineering design, system planning, and land rights groups in order to promote efficient, effective, and measured results. This person is expected to perform supervisory responsibilities in accordance with the organization’s policies and applicable laws. GIS Technology Management and Implementation:
Evaluate, recommend, install and deploy all GIS technology; implement programs and procedures associated with GIS to enhance the Cooperative’s effectiveness and efficiency.
Stay current with events, trends, and technologies that may affect GIS services, the cooperative, or electric utilities in general.
Participate as an active member in applicable GIS User Groups, as directed.
Budget and Resource Management:
Forecast GIS requirements and prepare the annual section budget.
Monitor Expenditures to ensure adherence to the budget.
User and Departmental Support:
Evaluate assess the needs of user departments to implement projects that accomplish GIS user goals.
Perform analytical functions on GIS database to address and fulfill user needs.
Support Engineering design personnel in the use and operation of design applications for new facility construction.
GIS Data Maintenance and Accuracy:
Monitor updates and corrections to GIS and other graphical mapping applications to reflect changes made to the electrical system (e.g., new construction, line conversions, maintenance programs, phase changes).
Monitor updates and changes to geographical and land base information (e.g., city limits, district lines, service territories, Trustee Board districts) to ensure accurate and current data.
Ensure information relating to service/work order processes is properly entered in the GIS and customer information systems.
Area Lighting Management:
Monitor and manage area lights added or removed from the distribution system to ensure proper billing.
Database Development and Maintenance:
Direct database development and maintenance activities within the Engineering workgroup to ensure data is efficient, accessible, and meets the needs of the cooperative and its workgroups.
Emergency Preparedness and Response:
Maintain an active role in SECO’s Emergency Preparedness Plan, including participation in “Dry Run” exercises, review of departmental roles and responsibilities, and following prescribed restoration processes during actual emergencies.
Prepare all necessary documentation following an emergency response.
