Starting Salary Commensurate with Qualifications and Experience
The State Corporation Commission (SCC or Commission) seeks a Manager to join our Division of Utility Accounting & Finance (UAF), which regulates public utilities that provide essential services such as energy and water to Virginians. The Division of UAF provides the Commission with accounting and financial information to use when deliberating utility cases involving rates and services. Utility ratemaking is the formal regulatory process by which public utilities set the prices they will charge consumers. The UAF Manager will oversee the work of the team responsible for investigating utility applications under Chapters 3, 4, and 5 of the Code of Virginia.
The job responsibilities of this position will include the following:
managing and conducting complex analysis of utility company affiliate agreements, affiliate transactions, utility asset transfers, transfers of control, and security/financing transactions;
analyzing and directing analysis of complex corporate structures involving multiple legal entities and reviewing and interpreting complex legal agreements;
developing and helping to develop discovery to identify issues or areas of concern with utility applications/proposals;
clearly communicating issues and areas of concern with utility applications/proposals to ensure utility applications meet the standards for approval set forth in Virginia law;
preparing and presenting well-written and fully developed staff reports, action briefs, testimony, and draft orders on utility applications;
conferring with utility company officials regarding filed applications;
coordinating with OGC and the Commission on review of draft orders and action briefs;
managing, coaching, developing, training, and evaluating work of professional staff;
developing the methods and procedures utilized in the review and analysis of utility applications;
planning, organizing, directing, and reviewing the work of staff; including editing staff work product, and ensuring consistency in staff reports, action briefs, testimony, and draft orders; and
performing related work as required.

Preferred Qualifications
Considerable experience in accounting, finance, auditing and/or related areas of law in a managerial capacity
A Bachelor’s degree in Accounting, Statistics, Finance, Economics or a related field and/or a Juris Doctorate
Ability to lead, manage, train, and develop employees
Strong attention to detail and editing skills
Strong ability to assess and identify issues and areas of concern in utility applications
Excellent oral and written communication skills
Experience in utility regulation is strongly preferred
The State Corporation Commission is vested with regulatory authority over many business and economic interests in Virginia. These interests are as varied as the SCC's powers, which are delineated by the state constitution and state law. Its authority ranges from setting rates charged by large investor-owned utilities to serving as the central filing agency for corporations in Virginia.Initially established to oversee the railroad and telephone and telegraph industries in Virginia, the SCC's jurisdiction now includes many businesses which directly impact Virginia consumers. The SCC's authority encompasses utilities, insurance, state-chartered financial institutions, securities, retail franchising, and railroads. It is the state's central filing office for corporations, limited partnerships, limited liability companies and Uniform Commercial Code liens.
