The Director of Policy for the Mississippi Public Service Commission (PSC) Southern District will play a key role in shaping and advancing policy initiatives that support the mission and goals of the PSC. This position will oversee the development, implementation, and advocacy of policies related to public utilities and the protection of consumer interests within Mississippi. The Director will collaborate with various state agencies, community stakeholders, industry experts, and provide high-level strategic advice to the Commissioner.
Policy Development and Implementation:
- Lead the creation and development of policies that support the objectives of the Mississippi Public Service Commission.
- Research, analyze, and recommend policies related to public utilities, energy regulation, telecommunications, water services, and other areas under the PSC’s jurisdiction.
- Ensure that policy proposals align with the values of the Commissioner and the PSC’s mission to ensure fair, efficient, and reliable services for the citizens of Mississippi.
Strategic Leadership:
- Provide leadership on policy-related issues and act as a primary advisor to the Commissioner on all matters relating to regulatory policy, consumer protection, and utility issues.
- Analyze and interpret state and federal laws, regulations, and proposed legislative actions that impact the PSC's operations.
Stakeholder Engagement and Advocacy:
- Cultivate and maintain relationships with external stakeholders, including utility providers, consumer advocacy groups, industry associations, governmental entities, and other relevant parties.
- Represent the PSC in public forums, legislative hearings, industry conferences, and other venues where policy issues are discussed or decided.
- Advocate for policies that prioritize consumer interests, economic growth, and sustainability.
Regulatory Compliance and Oversight:
- Ensure that all proposed and existing policies comply with applicable state and federal regulations.
- Work closely with legal and regulatory teams to monitor ongoing rulemaking and legislative actions that affect the utility sector.
- Review regulatory filings and assist with drafting recommendations to the Commissioner for decision-making.
Public Communications and Education:
- Develop communication strategies to inform the public, media, and key stakeholders about new and evolving policies and regulations.
- Oversee the creation of briefing materials, policy reports, speeches, and other communications to support the Commissioner in engaging with the public and stakeholders.
Data-Driven Decision Making:
- Oversee the collection and analysis of data to inform policy decisions, including utility performance metrics, consumer feedback, and market trends.
- Use data to create detailed reports and policy recommendations to improve utility services, protect consumers, and enhance the regulatory framework.
Legislative Monitoring and Engagement:
- Monitor state and federal legislation impacting public service utilities and consumer protection.
- Provide strategic advice to the Commissioner on how to respond to proposed legislation and advocate for favorable outcomes.
- Draft legislative proposals and collaborate with legislators and other stakeholders to advance PSC interests.
Qualifications:
Education:
- J.D. and membership in Mississippi Bar required
Experience:
- Preferred (but not required): 2-5 years of experience in public policy, regulatory affairs, utility management, with significant experience in public service or government relations.
- Experience in utility regulation, energy policy, or telecommunications policy is highly preferred.

Working Conditions:
- The position is based at the Mississippi Public Service Commission Southern District office in Biloxi.
- Occasional travel will be required.
