Position Summary: Maintain a comprehensive awareness of coal, gas, and market power purchases made by wholesale power providers to service load requirements through Central’s Wholesale Power Purchase Agreements.
Routine reporting on Central’s overall position relating to fuels, market power purchases, owned and controlled generation resources, both hedged and unhedged exposures.
Coordinating with third parties, manage fuels modeling, monitoring and reporting on acceptable risk parameters for where risk adjusted positions should be per Risk Policy. Routine reporting of wholesale power providers economic generation dispatch activities to provide Central transparency and influence capabilities into providers economic generation dispatch activities.
Coordinating with third parties, develop and manage up to hourly load forecasting and supply production projections to manage demand, fuel supply procurement/nominating, and compliant scheduling logistics for economic dispatch/market opportunities.
Develop coordination policies, procedures, and protocols to interact with third parties revolving around compliant and good utility practices associated with daily Operations of all Central supply resources, demands, transmission, fuel supply/logistics, and dispatch coordination with the appropriate Operating Balancing Authority(s) (BA).
Responsible for the continuing development/improvement, use and maintenance of Central’s load management facilities. Manages and develops the load management system to achieve optimal economic benefits for the Member Cooperatives by designing load control policies, strategies, and procedures. Trains load management consultant and departmental personnel and works with load management consultant to ensure optimal daily load management operations. Investigate and incorporate new and emerging Automated Meter Reading and other communication technologies into the load management system operations.
Essential Duties and Responsibilities:
Regularly communicate and report to Portfolio Manager, Senior Director of Power Supply Operations, and Central senior management as required.
Ongoing benchmarking of fuel prices, relative to other utilities and market prices.
Oversee and communicate with load management consultant regarding daily operations of load management decisions and processes.
Analyze and determine impacts and effectiveness of load management process.
Identify Central’s needs for enhanced technology and software updates and works with others to implement necessary changes.
Critical interaction with Central’s Member Cooperatives and other stakeholders to ensure optimal economic benefits related to the load management responsibilities.
Interact with power supply personnel to determine load management opportunities.
Complete monthly reporting on load management operations.
Perform other incidental and related duties as required and assigned.
Knowledge, Skills, and Abilities:
Knowledge of economic generation dispatch planning
Knowledge of power plant operations and economic dispatch practices preferred
Ability to follow hedging techniques
Knowledge of and the ability to prepare forward market trends and analysis
Knowledge in load management programs
Knowledge of short-term hourly load forecasting
Knowledge in distributed energy resources and programs
Accuracy and detail are important in this position.
Strong communication skills
Ability to occasionally work non-business hours to support business needs
