The Director of Engineering provides strategic and technical leadership for the engineering department of the cooperative. This role is responsible for the planning, design, and reliability of the cooperative’s electric distribution system to ensure safe, cost-effective, and dependable service to members. The Director collaborates across departments and works closely with the CEO and operations team to support long-term growth, system resiliency, and compliance with industry regulations.
Key Responsibilities:
Strategic Leadership:
Collaborate with executive leadership to align engineering projects with Cooperative goals.
Develop, manage, and report on departmental budgets and capital projects.
Serve as liaison with consultants, contractors, vendors, and regulatory agencies.
Present engineering updates and project status reports to the board of directors and senior management.
System Planning and Operations:
Oversee the planning and development of electrical distribution infrastructure, including system modeling, load forecasting, and capacity expansion.
Ensure system reliability through engineering analysis, including load forecasting, voltage drop studies, and outage evaluations.
Support integration of distributed energy resources (DERs), advanced metering infrastructure (AMI), and other smart grid technologies.
Manage advanced distribution management systems (ADMS), geographic information system (GIS), and supervisory control and data acquisition (SCADA) systems to enhance grid visibility and control.
Project and Program Management:
Manage the design and execution of projects such as substation upgrades, voltage conversions, and feeder reconfigurations.
Lead large load interconnection projects, including interconnection studies and grid impact analyses.
Technical Compliance & Safety:
Ensure engineering practices comply with NESC, IEEE, RUS, and state/federal regulatory standards as well as state/federal regulatory, environmental and safety compliance and reporting
Promote a culture of safety and continuous improvement across the department.
Team Development:
Lead and manage the Engineering Department, including supervision of engineers, technicians, and GIS personnel.
Provide technical guidance and support to Operations, Member Services, and IT departments.
Qualifications:
Bachelor’s degree in engineering (electrical engineering preferred); Master’s degree or PE license strongly preferred with power systems focus
5-10+ years of experience in electric utility engineering, with at least 5 in a leadership role.
In-depth knowledge of electric cooperative principles, RUS design standards, and construction specifications.
Proficiency in GIS, engineering analysis software (e.g., Milsoft), and Microsoft Office Suite.
Familiarity with regulatory requirements and interconnection standards for renewable energy.
Proven experience managing capital projects, budgets, and cross-functional teams.
Preferred Skills & Experience:
Experience in a cooperative utility environment.
Proficiency with software tools such as NISC’s iVUE, or similar.
Knowledge of AMI, ADMS, distributed energy resource management systems (DERMS), and SCADA technologies.
Strong leadership, strategic thinking, and communication skills.
Working Conditions:
Office-based with regular field visits and occasional travel.
May require participation in emergency response during system outages or major storms.
About Fannin Electric Cooperative:
Fannin Electric Cooperative was born in 1937 by a handful of farmers and local business leaders to provide electricity to rural families of Fannin County, Texas. By the end of 1938, the first 100 plus miles of electrical line were serving over 200 families and generating enthusiasm from the surrounding rural areas for the new concept of having electrical power to rural homes and businesses. As the not-for-profit cooperative has grown into the 21st century, the foundation of supplying reliable electricity to members at reasonable rates has continued to grow the cooperative to over 12,000 meters primarily in Fannin County, but also serving connected areas of Collin, Grayson, Hunt, and Lamar counties. Geographically located northeast of the Dallas/Fort Worth metroplex, the slow steady growth of the cooperative in the past is evolving to more rapid growth of services around new lakes such as Bois D’Arc Lake and Lake Ralph Hall as well as new housing developments and businesses.
