To assist with the daily functions and responsibilities within the Cooperative's operations department.

Duties and responsibilities:
Within the limits of operating procedures, approved work plans and budgets and specific delegation from the General Manager, the Electrical Engineer assumes the responsibility and has commensurate authority for the following activities, recognizing the continuing responsibility of this position for developing and maintaining a favorable cooperative image consistent with the cooperative strategic goals.
Electrical Engineer assists the Operations Engineer with the following:
Work plans and budgets specific to substation assets and to include distribution and transmission systems.
Installation and configuration of electronic controls for the Cooperative's substation assets.
Preparation of load forecasting, Long and Short Range Engineering Plans, Annual Work Plans and other engineering and operational studies, to include load flows, sectionalizing and relaying.
NERC reliability standards and training.
Development and maintenance of Cooperative's SCADA system.
Establish system performance criteria and review measures thereof to determine system reliability and power quality goals or action plans required to maintain electric service within the limits of established standards.
Analyzing data, conducting research, developing plans and procedures, coordinating people and resources, directing and supervising substation personnel.
The list of responsibilities is not intended to be all inclusive and may be expanded to include other duties that the General Manager or Operations Engineer may assign from time to time.
External Relationships:
Members: Establishes the recognition and acceptance of ownership benefits and responsibility to encourage and promote the effective and efficient use of electric energy. Provides helpful, courteous assistance and service.
General Public: Presents a friendly, courteous image for the Cooperative.
Power Companies and Other Cooperatives: Exchanges information that would be mutually beneficial and helpful in maintaining good working relationships, particularly with the power supplier’s dispatch and control center.
Legal and Regulatory Agencies: Maintains professional relationship with agencies and organizations involved in safety and other applicable regulations.
Position Specifications:
Education: A bachelor's degree from an accredited college or university with a major in electrical engineering is required. Additional specialized training in electric utility system design, operation and evaluation via seminars and special courses is preferred. Professional Engineer registration will be required within a time frame to be determined by the General Manager and Operations Engineer.
Experience: Utility co-op experience or internship is preferred. Management experience is desirable.
Knowledge: A thorough working knowledge of codes, regulations and standards (federal, state and local) is desirable. Knowledge of budgeting, load forecasting and engineering-related information systems including various computer applications and programming is desirable.
Abilities and skills: The ability to effectively coordinate available resources is essential. The ability to effectively communicate with others, both orally and in writing and the maintenance of accurate records is essential. He/she must possess the ability to maintain effective working relationships with employees and the general public, as well as supervise, train and evaluate assigned staff.
Working Conditions: Generally accepted office working conditions exist with this position. Occasional work outside normal working hours may be required. Occasional travel is required to represent the Cooperative at training and meetings. A valid New Mexico driver's license is required as well as the eligibility to be and remain insured by the Cooperative's group liability policy for the automotive fleet. This is a condition of initial and continued employment.
Physical Demands: Central Valley Electric Cooperative, Inc. has deemed the Electrical Engineer to be a safety-sensitive position.
Sedentary work requiring exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently. Job requires sitting most of the time, primarily inside at a desk. Repetitive motion with hands and fingers are required for activities such as dialing and keyboarding. Occasional physical work will include work within substations, placement and configuration of controls, regulators, OCR and switch capacitor banks.

This position requires the ability to communicate clearly and accurately to individuals, small or large groups.
Must be able to use office equipment such as a copier, computer and printer.
Must be able to work with Milsoft software, Windmil and LightTable applications as well as Microsoft's Excel and Word applications.
Must be willing to submit to random alcohol and drug testing per company policy.
