This position performs assignments requiring extensive knowledge of real estate, land rights, easement negotiation and acquisition, appraisal review, plat and legal description review; all functions associated with real property including, but not limited to, negotiating, acquiring or disposing of real property for Cooperative use; examine and prepare the execution of documents such as deeds, easements, leases, options, subordinations, and right of entry; obtain appraisals for disposal or acquisition transactions. This position interacts with members, developers, municipalities, and other SECO department personnel.

Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
A valid Florida driver’s license for regular driving privileges of a company vehicle; must have and maintain an acceptable driving record as determined by SECO Energy.
Frequent business travel to all areas of service territory required.
Normal work hours shall be eight (8) hours between 7:00 am and 5:00 pm, Monday through Friday.
Successful completion of pre-employment background check, physical and drug screen.
Ability to interpret legal descriptions for real property transactions; processes and procedures involved in execution of deeds, permits, easements, purchase and sale contracts, and other documents necessary in the acquisition/disposition or use of real property or property rights for business purposes.

Knowledge and understanding of Florida statutes and real estate; the principles, practices, processes, and procedures for acquiring and disposing of real property or property rights; federal, state and local laws and regulations related to the acquisition and divestiture of real property and property rights.
Proficiency in MS Office applications including digital file records management; ability to acquire skills in the use of other applicable database programs.
Skill in negotiating real estate contracts and acquiring easements, including adequate rights for standard easement clearing and property for utility services; ability to acquire permits for construction of utility substations.
English is the primary business language. Second language in Spanish is desirable.

Essential Duties and responsibilities

· Responsible for member service calls that are directed to the Land Rights Department. Review and assess proper handling including researching member needs and communicating with member re same.
· Assess the Cooperative’s right of way easement needs for facilities. Research public records in counties within the Cooperative service area to determine property owners of record. Research Cooperative records to ascertain existing rights.
· Acquire various property rights including easements, license agreements, and use permits and prepare documents as needed. Keep informed as to the legal requirements and legislative changes relating to legal contracts and the acquisition of easements.
· Assist engineering department with plat review to ensure all necessary utility easements and corresponding language are properly documented on the plat.
· Assist engineering department with single member land rights matters.
· Assist Vegetation Department with land access rights issues which may include drafting and sending letters to the members.
· Responsible for all matters related to requests for release of easements, subordination, letters of no objection, or other land rights requests. Assist with preparing any board related materials as needed for department approval by SECO Energy Board of Trustees.
· Meet with members when necessary to obtain necessary easements or to help with land rights questions/issues.
· Review/research recorded easements/deeds as needed to determine if utility rights on present.
· Assist with any eminent domain projects. Track real estate/easement requirements on projects to meet required deadlines and keep management informed as needed.
· Create and maintain professional working relationships with local governments, county zoning offices, development firms and all departments within the Cooperative.
